CITY OF SPOKANE TOWN HALL FOR LATAH VALLEY AREA

Residents of the Latah Valley area are facing a number of important public safety issues, including the Latah Valley Sub-Area Plan, fire station needs, the Thorpe Tunnels/closure, the Thorpe Road DNR property, wildfire risks in the Wildland Urban Interface (WUI), wildfire mitigation efforts, and the Comprehensive Plan update.

On April 28, the City will host a town hall meeting to discuss these topics and gather community input. Residents are encouraged to attend, participate, and let their voices be heard, working together to identify constructive solutions and move the community forward.

Message from Austin McFarland of Lennar Homes regarding closing of upper Grandview.

We are currently working through the final utilities in 21st Ave. This includes sewer, water, and storm pipe. We anticipate having all of the utilities complete in 21st Ave next week. Starting April 6, our General Contractor will be closing access to and from Grandview Ave and Garden Springs. The work needing to be completed is outlined below. This work is quite extensive and requires a full road closure in order to complete. The Contractor, the city of Spokane, and Lennar have been in communication about this closure since it is in a challenging location and a permit has been obtained. Even though the road is closed to public traffic, emergency services will be able to get through the closure in case of an emergency. I also understand that the secondary access has a low railroad bridge that limits the access for taller vehicles/trailers. The city has contacted the General Contractor about this, and the GC is willing to work with those individuals to get through the closure during normal business hours as long as they have contacted the city in advance. I sincerely apologize for the inconvenience of this closure. I know it is a primary route to your community. Unfortunately there is no available solution that allows us to complete the work required by the city and keep Grandview Ave open. (see map at the end of this post)

We anticipate paving 21st Avenue in June of 2026. After paving, we will be putting in sidewalks, utilities such as power and cable, and landscaping. Even though 21st Ave is being paved in June, it will not be open to the public until the end of July 2026. The entirety of the development must be complete in order for the city to certify the project and officially make it a public road.

I will continue to provide updates if any development work impacts your community or if our schedule changes from what is outlined above.

Are you losing trees to bark beetles? Consider attending this open meeting!
There will be a special Urban Forestry Committee meeting on Tuesday, February 10, 2026 at Noon at the Woodland Center at Finch Arboretum (3404 W Woodland Blvd) on the topic of beetle management. There will be a public comment period for anyone wanting to speak on this topic. Locations and management will be discussed as the Parks Department is working tirelessly to manage for this damaging pest to reduce the numbers of trees lost and spread to surrounding trees and neighborhoods. Put it all out there this week! 🚮 ♻️ 🌳 🎄

Trash, recycling, green bin, and Christmas Tree pickup all happens on our regular Friday pickup this week.

A reminder for Food and Yard Waste customers, put your green cart out on your normal collection day the week of Jan. 5 - 9, and again Feb. 2 - 6, and the City of Spokane will collect your food scraps and yard waste this winter. It’s a great opportunity to have those small branches and tree debris taken away.
