The purpose of a neighborhood council is to foster civic engagement, identify neighborhood improvement projects and liaison with City of Spokane regarding neighborhood issues. Neighborhood councils are volunteer-run and address a variety of topics including community development, traffic and streets, parks and recreation, public safety, neighborhood concerts and events, code enforcement, neighborh

ood clean-up projects and more. ADNC is the neighborhood council serving Audubon-Downriver Neighborhood. ADNC meets every third Thursday of the month at Shadle Park Library at 7:00pm. Residents and business owners who live or work within Audubon-Downriver Neighborhood boundaries become voting members if they attend 2 or more meetings in a 12 month period. Meetings may be attended in-person or via Zoom. ADNC meetings are open to the public. Everyone is invited to participate in council activities regardless of voting status. ADNC is volunteer-run and many volunteer activities are available outside of monthly membership meetings. The neighborhood boundaries are north to Wellesley, south to Downriver Dr./TJ Meenach Dr./Fairview Ave, East to Ash St. or Belt St., and west to the Spokane River. SLOW THE FLOW
The City of Spokane is offering up to $500 credit on your utility bill if you remove the lawn from your yard and replace it with water-smart plants and mulch. In order to qualify, your home must be located in an area that receives city water. The property must also have live turf currently in place that is wholly visible from a public street/area. You may claim $0.50 per square foot of lawn removed with a minimum of 300 square feet. Trading out your yard for artificial turf does not qualify.

According to the Public Works website, "the replacement landscape called SpokaneScape must be a water-efficient landscape that has been designed specifically for Spokane residents; its focus is on the replacement of lawn with low-volume irrigation and drought tolerant plant material. A well-designed SpokaneScape will beautify your property, protect our natural resources and the environment; and will inevitably reduce maintenance. All plans must be pre-approved."

Even if you are not interested in tackling this project this season, the website has a 24-page booklet covering design, demolition, preparation, suggested plant list, and care of your new water-wise landscape.

Well, we would love to have you all gather and tend this amazing community garden and share in the bounty!

The City of Spokane will have several closures related to the holidays.
- Spokane City Hall will be closed on Thursday, Dec. 25, Friday, Dec. 26, and Thursday, Jan. 1.
- Garbage and recycling will be a day late following the Christmas and New Year’s Day holidays.
- The Waste-to-Energy facility will be closed on Thursdays, Dec. 25 and Jan. 1.
- Spokane City Council will not meet on Mondays, Dec. 22 and 29, and Jan. 5.
- On-street parking meters and kiosks will not require payment on Thursdays, Dec. 25 and Jan. 1; remember all parking rules, including time limits, still apply.
- Spokane Municipal Court and Community Justice Services will be closed on Thursdays, Dec. 25 and Jan. 1.
- Spokane 311 employees will not be available on Thursdays, Dec. 25 and Jan. 1. Spokane 311 will have reduced availability during the holidays.
- The Development Services Center will not be available on Thursdays, Dec. 25 and Jan. 1. DSC will have reduced availability during the holidays.
- All Spokane Public Library branches will be closed on Wednesday, Dec. 24, and Thursdays, Dec. 25 and Jan. 1.
- Riverfront Spokane attractions will be closed on Thursday, Dec. 25.
