IBEW Book II A page dedicated to helping our laid off members find work without destroying their savings and families. See Notes for the Resolution.

This page is dedicated to helping create a Book II system in the IBEW where members go in to their home local to sign an IBEW wide Book II system. Their home local verifies the members status and when someone gets a call in any local it will take them off the Book II system to prevent double booking. It will also save money, time and stress on families for members since they won't have to travel all over the country to take a call.

It's time to see if we can build a list of locals to support this resolution for this summer's IO convention. Local 159 will submit it. If your local would like to co sponsonser please let me know. If they would like more information I am happy to work with them to answer questions.

We have updated the Resolution for next year's convention. Mainly clarifying that each local has their own Book 2 and this is just about how you get on, resign and maintain the book. If your local might be interested in joining other locals as a sponsor let me know. We are also happy to speak with anyone to answer questions on the resolution and how it works at Convention.

IBEW Book II Resolution
WHEREAS , among the main objectives of the IBEW is to work to assist each other in sickness, secure employment and to elevate the moral, intellectual and social condition of our members, their families and dependents; and
WHEREAS, our members who are laid off are suffering great economic harm to themselves, their families and their futures due to being unable to have work in their home Locals; and
WHEREAS, laid off members are having to bear a greater economic burden by having to pay to travel to other Locals to sign their Book II and have lost even the minimal support that the tax code used to provide; and
WHEREAS, many Locals have varying rules of how to sign and resign their Book II that creates confusion and difficulty for those of our members who already are facing the worse difficulties due to lack of employment; and
WHEREAS, many members facing economic hardship often have to change phone numbers, cancel cell phones or change addresses and have to contact every single Local they sign at to inform them of this there can be missed calls that further damage our members who are facing the worst effects of this economic crisis; and
WHEREAS, the rules for resigning Book II often creates more work in the home Local of the travelling member that causes Business Agents to spend hours on faxing, emails, “good guy letters”, and phone calling when they could be spending their time on serving members; and
WHEREAS, different Locals sometimes change their Book II rules and members who have signed it may not find out about the new rules and through no fault of their own lose their position on that Book; and
WHEREAS, ‘double booking’ hurts workers who are unemployed by preventing them from moving up in position on Book II and Locals have no decent way to ascertain that a member has taken other work; and
WHEREAS, one of the major advantages of union labor is being able to provide enough manpower and some locals struggle to find enough workers fast enough to fill calls due to not enough workers signing their Book II; and
WHEREAS, one of the greatest guiding principles of every union is to help those of its members who are most vulnerable and in the spirit of Brotherhood try to aid them in economic adversity by making it as easy as possible for them to acquire employment;
BE IT RESOLVED, that the IBEW International Office establish a working group to create a system for an IBEW wide Book II signing system that will allow out of work members to sign the Book II at their home Local, indicate geographical areas they are willing to work in, handle resigning at their home Local and each Local still has their own Book II list; and
BE IT FURTHER RESOLVED, that the IBEW International Office create this system as expeditiously as possible to help lessen the economic harm that the current Book II system signing system is creating to our most vulnerable members and help IBEW Locals and Contractors access available manpower.

The resolution to create One Book II failed. There was only one speaker in favor allowed and even though I got to a microphone and registered before anyone else, President Stephenson did not recognize me and allowed a motion to end debate first. I spoke to many delegates at the convention and there may be a path to keep building support. Hopefully it won’t take as long as it took to get reciprocation of our pension and health benefits for when you travel but it may.

As many of you know the IBEW Convention was moved to this spring. Therefor in just over a month resolutions have to be sent to the IO. Local 159 will be sending in a resolution of IBEW One Book II. Please ask your local to cosponsor. If they will just post here or message us to let us know. We are happy to answer any questions on the resolution, but the main part is about allowing members to go to any IBEW Local and sign the Book II of any other locals they are willing to work in. Read the resolution under the documents or we can email it to you. Personally, I can't think of a better way to help our out of work members and help our locals that need workers.

IBEW Local 159, Madison, WI will be submitting this resolution to the IBEW IO Convention. If any one can get their local to support this please let me know. We would be thrilled to have cosponsors going into this convention.

It has been a while since we tried this initiative. I have been getting a few messages from people to try this again at next year's convention. I'm really busy in the election this year but that is over in a month. Who would like to help get this resolution passed? Can you get your local to sign on in support?

Unfortunately the resolution to create this initiative failed at the IO convention. However we have decided to move ahead with creating one based on locals that are willing to participate. Several referral agents worked out a Google Doc based system that would accomplish what the resolution called for. A home local based signup for you to get on other local's Book II.

Do you have horror stories from Book II signings? How much did it cost you to travel around to do it or the difficult hoops some locals have for resigning? Share your stories so we can show the need for an IBEW wide system.

Please help this effort by making suggestions on improving the resolution in the Notes tab, passing the resolution in your Local (let me know if you do), passing the word on this effort, and post up your Book II horror stories here to help encourage the passage of this idea.
