In July 1959, a small group of taxpayers, both on and adjacent to Queenstown Road, organized an effort to oppose the re-zoning of the property within their community. The re-zoning battle was a success, so much so that this grassroots effort culminated in the formation of the Severn Improvement Association later that year. The association was created to bring about physical improvements to the com
munity, to work to meet the needs and concerns of the community as it grows, and to promote communal good. The first meeting was held at Metropolitan United Methodist Church, the cornerstone of the Queenstown community.
