Dear Members and Supporters of NCOA,
The past two weeks have no doubt been difficult and I want to begin by expressing that I and the Board of Directors have heard your concerns regarding the future of our NCOA. When the announcement of the Association’s dissolution was made at the beginning of April, the Board spent several days considering the state of the Association and deliberating any possible way to resolve our current financial predicament.
At the time, we believed dissolving the Association was the only viable option. However, even after that initial announcement, I and the Board have continued to deliberate all options and after careful consideration, I believe we have identified a way forward that preserves the existence of NCOA and supports continued operation. As a result, the Board of Directors has elected to suspend the plan to shutter the Association to allow time to implement a 90-day recovery plan. Partnered with our Director of Legislative Affairs, Levi Sadr, we will be implementing a comprehensive plan focused on the continuation of service to our members while adapting to current realities.
This multi-step plan will involve restructuring the organization to allow more streamlined operations as well as resolving all outstanding debt to bring the Association back to financial stability:
1. NCOA will be scaling back many of its operations to reduce costs, including reducing staff, cutting administrative expenses, and eliminating our physical office space in exchange for a virtual format. As of 1 May 2026, our Corporate Dr. address will close and all correspondence should instead be sent to P.O. Box 33790, San Antonio, TX 78265.
2. The Board will install a new Executive Director, Mr. Levi Sadr, effective May 1, 2026, who aligns with our ideals as an organization and is prepared to guide the Association through rapid restructuring.
3. The Board will be focused on resolving outstanding debt to pay back creditors while also pursuing new partnerships to fund minimum required operations and support controlled expansion as the Association regains stability.
With the implementation of this recovery plan, the name and mission of our association can be preserved and chapter affiliation with the NCOA and its non-profit status will remain intact. Closures at the chapter level are no longer necessary.
It is important to note that preserving NCOA is not only about maintaining an organization, but also about ensuring continued advocacy, influence, and support for the men and women we represent. NCOA’s continued operation ensures the enlisted voice remains represented in critical legislative and policy discussions on Capitol Hill. Through our work with national coalitions and engagement with Congressional Members and their staff, NCOA has helped influence key legislative initiatives and continues to fight for policies impacting the enlisted community. Additionally, our efforts have garnered attention regarding proposed changes to veterans’ disability compensation, potential increases in medication costs, and modifications to earned benefits that could negatively impact veterans and retirees. It is apparent the absence of NCOA would create a significant gap in representation for the enlisted force.
While we cannot promise the outcome of this recovery plan and recognize that this will require a great deal of sacrifice and hard work, know that your Board of Directors is committed to seeing this mission through to the end and is hopeful of a better future. However, we cannot do it alone and will be looking for the support of our members to make this hope a reality.
I recognize that this association has asked our chapters and members many times in the past to step forward and provide monetary support to the Association, and here we are again asking for your help. But, to save this association and ensure that NCOA is there to represent the enlisted community and their families for years to come, it is going to require a combined effort from all of us. I and the Board respectfully ask that any individual willing and able please consider making a donation to help the Association in reducing its financial burden. Additionally, we ask that chapters retain only the funds they require to operate and donate any surplus to NCOA to support the restoration of a financially sound organization. We do not take these requests lightly and every contribution, no matter how much, truly makes a difference. We sincerely appreciate your generosity.
Transparency is a priority of mine during this time, and I am committed to keeping you informed throughout this journey. You can expect to see additional communication as we pursue these changes and updates will be provided as more details can be shared. Additionally, if you feel compelled to help in another way, the Board welcomes any volunteer assistance members or supporters of the Association are willing to offer. I truly appreciate your efforts and selflessness.
