Delaware Quality-of-Life Coalition To strengthen collaboration between the public
and professional communities of Delaware regarding end

Our Vision:

To stimulate public and professional awareness,
share knowledge, and create change so that every Delawarean is aware
of issues and choices related to the end of life


Our goals are to:

~ Ensure best practices in end-of-life care

~ Help individuals & families understand their healthcare options

~ Illuminate the special needs of veterans and to connect veterans with appropriate care



~ Educate the public on the importance of and possible choices in healthcare directives

~ Recognize and reward excellence in professionals working in hospice & palliative care

~ Bring survivors of suicide loss together for support and healing

~ Build hope in those that mourn the death of a loved one

Meet Casey Sullivan, DMin, BCC-PCHAC, CPHQ: Our DQOLC Webmaster

Casey is a board-certified chaplain with advanced certification in palliative care and hospice. Casey works with the inpatient palliative care team at ChristianaCare and volunteers with DQOLC, the Humanist Society, and Adopt a South African Preschool. Casey values the way that DQOLC encourages everyone to think about the things that matter most to them in their lives and talk with their family about how they want to live a meaningful life from start to finish. When not working, Casey enjoys listening to Dungeons & Dragons and other actual-play role-playing game shows, such as Dimension20.

Meet our Immediate Past President/DMOST Co-Chair: Dr John Goodall, MD, FACP, FAAPM

Dr Goodill recently retired from a long career practicing Pulmonary/Critical Care and Palliative Medicine in the Wilmington,
De area. He started the Supportive and Palliative Care Program at CCHS in 2004. He was instrumental in the passage of the
DMOST statute in 2015 and its implementation with DAM and DQOLC since then. He is the immediate past president of DQOLC a member of the DMOST committee in DHCC/
DHSS and the state representative to National POLST Collaborative.

Dr Goodill expresses: "The DQOLC has been focused on improving the quality of life for all Delawareans in the final phase of life for the past 25 years. This small non profit has been the networking and support organization for the hospice and palliative care community in Delaware. They have been a source of education, information, advocacy to improve end of life medical care here in Delaware. DQOLC helped establish the DMOST committee in DHSS and is now the vendor for statewide education/training related to ACP/DMOST. DQOLC has also hosted the annual excellence awards dinner for the hospice/palliative care community for the time it has existed. DQOLC has done some good work over the years and there is still much to do in the future. We need to continue to find ways to engage with people interested in helping all Delawareans to live as well as they can for as long as they can."

When he's not championing quality of life initiatives, Dr. Goodill enjoys catching a Chesapeake Bay sunset aboard his beloved sailboat, Rhapsody.

Behind every great mission are dedicated individuals who bring their diverse professional backgrounds, talents and passions to the table. Over the coming weeks, we're excited to introduce the incredible members of our Board. Individuals united by a shared commitment to advancing quality of life through meaningful conversations and planning for the future.

Today we're introducing our Educational Co-Chair Rev. Paula J Waite, Mth, ACC

Rev. Paula Waite is a Board-Certified Chaplain and has served for the past decade as a staff chaplain for Beebe Healthcare. Paula’s experiences as a Trauma and Critical Care Chaplain led her to create a community education program for Advance Care Planning. She has presented this program at numerous venues throughout Sussex County. Paula also offers end-of-life education internally to the hospital’s graduate nurses and medical residents.
Paula is passionate about the importance of education to safeguard patient centered care that is based on informed decisions, and understanding, about medical interventions at the end of life.
Paula is a “cat mom” of three rescues, Larry, Bobby, and Marcia
