The Young Adult Workforce Program-Lackawanna County The YOUNG ADULT OPPORTUNITY AND EDUCATION PROGRAM was created under a law passed by Congress in 2014.

Assisting young adults (17 to 24 years old) who are not attending school with Paid Work Experiences, On-The-Job Training Opportunities, Direct Hires & GED Support. This law is called The Workforce Innovation and Opportunity Act (WIOA) and is the first legislative reform of the public workforce system in 15 years. WIOA affirms the Department’s commitment to providing high quality services for youth

and young adults beginning with career exploration and guidance, continued support for educational attainment, opportunities for skills training in in-demand industries and occupations, and in turn find a good job along a career pathway or enrollment in post-secondary education.
