Dally Memorial Library was founded to address the needs for library services in the riverfront communities of Monroe County, which is located in the Appalachain foothills of southeastern Ohio. Dally Memorial Library is a participating member of the SEO Library Consortium, which allows patrons to have access to over 1.2 million items through interlibrary loan in the State Library of Ohio system. It

operates entirely on donations and fundraisers. It was established through a grass roots effort to address the need for library services in the riverfront communities of Monroe County. Dally Memorial Library began in 2002 in the charming farmhouse on Mound Street in Sardis owned by the Dally family. In 2011 the library was moved to the renovated former Union Hall, which had been donated to the library.
