Tonya Bostick’s two healthy French bulldogs, Blu and Bruno, passed away just hours after she dropped them off at Doggie Queen’s Pet Palace. When Bostick tried to file a complaint about the deaths, she found there was no state agency that required education for owners or licensing for dog daycare facilities beyond standard business zoning laws.
