Thus, UPLF chose initially to focus on the legal aspects of mobilehome residency as having the greatest impact on all MHP living. From its beginning in 2006, UPLF has supported California legislation; paid attorney's fees to write amicus briefs for varies locations in Cali
fornia that would ultimately affect all manufactured home park residents; provided loans to home owner associations (HOA) in legal disputes with the park owners. We continue to give low interest or no interest loans to park HOAs and other park associations. When a difference of opinion comes up regarding an interpretation of the California Mobilehome Residency Law (MRL) or park rules & regulations by homeowners and park management, the process has become more and more difficult. Now the parties have to hire their respective attorneys and go to court. It has becomes evident that the typical mobilehome owner cannot afford to pay the high fees necessary in a legal effort to achieve justice. In 2012 a Legal Services Network was established. This is a list of experienced attorneys, familiar with the California MRL and willing to work with manufactured home park residents. In 2011 UPLF spearheaded a joint effort with author Carl Leivo, to write and publish the book, MHP Living. We now have a resource book for living successfully in a mobilehome park. It is intended for those who are looking to buy, those currently living in, or those needing to sell their mobilehome. MHP Living can help you start a HOA, show you if you need permits, where to verify rules and regulations, plus find further ways to help save you money and time. It is easy to read. Its table of contents and extensive index make it easy find what you need to know. It is through the use of these materials and services that each homeowner will become informed of their rights and how to protect the investment they have in their home and lifestyle. UPLF is in the process of setting up workshops at various Mobilehome Parks for residents to educate themselves concerning their legal rights, to actually learn for themselves what the MRL is about, and how to resolve the problems in their parks. Residents must know about the laws that govern their living situations in manufactured home parks.
