December penalty overtime exclusion set

As referenced in Article 8, Sections 4 and 5 of the USPS-NALC National Agreement, the December period during which penalty overtime regulations are not applicable consists of four consecutive service weeks. This year, the December period begins Pay Period 26-2026, Week 1 (Nov. 28, 2026) and ends Pay Period 27-2026, Week 2 (Dec. 25, 2026).

Keep in mind, the penalty overtime exclusion period does not affect the provision bargained for and included in the 2023-2026 National Agreement outlined in Article 8, Section 4.G. This provision requires letter carriers to be paid at the rate of two and a half (2½) times their base hourly straight time rate for any hours worked beyond 12 hours in a service day or 60 hours in a service week. This requirement to compensate letter carriers at that rate of pay is unchanged during the December period. All hours worked in excess of 12 hours in a service day or 60 hours in a service week will still be paid at 2½ times the normal rate of pay.

Vallejo police on Tuesday morning are investigating a pair of shootings and an unrelated deadly crash that all occurred within the span of 20 minutes.

Branch 183 Vice President Paula Zablockis talks to the Sebastopol carriers during tonight’s route count school. The class helps get carrier’s ready for the upcoming route inspections that start Saturday, September 26, 2026.

Pilot is beginning in some areas.

This pilot involves afternoon drops from Amazon between 12:00 PM and 1:00 PM (local time), that are then sorted by the clerks manually and available for same day delivery by City Carriers

No ballot? Call national at 202-393-4695 no earlier then October 5 but no later than October 9.

Then send your ballot back ASAP, as they must be recieved by noon on October 19.

Rohnert Park carriers gathered to for a Route Count School put on by NALC Branch 183. Branch Vice President Paula Zablockis presented information valuable for the upcoming route inspections.

The next Route Count School is September 24, 2026 for the Sebastopol carriers.

🔹 National-level Heat Illness Prevention Program grievance resolved
🔹 USPS withdrew its interpretive-review request involving PS Form 1767

Move from USPS comes amid Trump administration’s efforts to restrict mail-in voting in November’s midterms

The US Supreme Court did not rule on the legality of the restrictions, instead stating the States didn’t have the legal authority to sue to stop it.

The USPS is scheduled to announce on Wednesday how it intends to enforce President Trump’s Executive Order.

Uncertainty remains if any restrictions can be implemented prior to this falls midterm elections.

The Supreme Court cleared the way for Trump to move ahead on his order restricting mail-in voting, though it remains unclear how much can be implemented before the midterm elections.
