We were excited to host two days of discussion with government and non-government agencies that make up El Salvador’s Protection System - exploring the current system for the protection of children and adolescents, the deinstitutionalization process and how to improve it. The high-level discussion used firsthand research gathered by WCI to highlight the opportunities and challenges the system faces, and how to make sure it offers timely, objective, and effective responses to the needs of the country's young people and their families. The research was carried out in coordination with the University of Southern California School of Social Work and funding from USAID.

More than 50 people participated each day in the virtual forum where they discussed key themes such as relationship-based care and continuity of care. Attendees also discussed the importance of strengthening the support provided to families and alternative care practices.

Whole Child International works to leverage existing resources to improve national child welfare systems. The relationship between the caregiver and the child is the central most important factor to improve outcomes. Whole Child International supports a whole-system approach to improving child development by building capacity at all levels, from the caregiver to the director of the institution, to local academics, politicians and the entire government. We cannot create sustainable change in childcare without investing in systemic change. This is why Whole Child International works at all levels to build understanding of sound child development practices at all levels.

Children learn how to think, understand, communicate, behave, express emotions and develop social skills through high quality, nurturing relationships. By building strong bonds with caretakers who nurture their development, children have shown to reap significant benefits to health, learning, productivity and social and emotional well-being. These quality interventions achieve more and cost less than attempts to compensate for deficits later on in life. When everyone involved in the childcare system – from caregivers all the way up to policy-makers and government workers – understands and implements these interventions, our next generation has a much better opportunity to thrive.

COVID-19 meant that our that face-to-face training sessions for caregivers in childcare centers in El Salvador had to stop. We immediately looked to how we could take the training and coaching online. We turned to a co-creation approach, with all stakeholders having equal opportunities to identify opportunities and problems, investigate, and find strategies and solutions together.

Whole Child worked intensively with four members of the Salvadoran Early Childhood Department, Instituto Salvadoreño de Niñez y Adolescencia, (ISNA). Over a period of six weeks, an online course emerged that ISNA staff could deliver to children’s center directors and caregivers in 15 urban centers.

Rather than long, online lectures, the online program ran short 15-30 minute sessions twice a month, which was ideal for caregivers who are very short of time and looking for practical and motivational practices to bring quickly into their work.

One year on from the first online courses being delivered, and not only did courses for care givers continue throughout this time but we have found a model of training that participants thrive from. Read our blog https://bit.ly/3hsp9RE

This Mother’s Day, we’re celebrating mother figures everywhere – everyone who provides love, comfort, support and stability in our lives, no matter the relation. Building strong, reliable bonds, especially in the early years of development, has been shown to have an enormous impact on creating healthy, happy lives.

The Covid-19 pandemic has placed an additional burden on mothers and mother figures worldwide. That’s why we’re actively working in El Salvador to reach mothers, caregivers and vulnerable children to provide them with the support they need, while we continue to work across the childcare system to catalyze long term positive change.

Today, on International Women’s Day, we highlight the urgent need for millions of caregivers around the world to receive the recognition, support and pay they deserve.

Women continue to shoulder the majority of childcare, both in paid and unpaid roles. Even before the increased pressures from the Covid-19 pandemic, women were already doing three times as many hours of unpaid domestic tasks as men. This has now greatly increased as a result of millions staying at home in lockdown.

This inequality extends to paid childcare roles, which is not afforded the value or pay it deserves.

Investing in quality childcare is a triple win – it creates employment in the paid care sector, it enables women with children to work by providing quality childcare options, and quality care greatly improves health and education outcomes for children.

That’s why we’re working at all levels of the childcare system in El Salvador to support and value caregivers, to ensure children are getting the love and attention they need for healthy development, and to grow understanding and will at the policy-level to build strong and supportive childcare systems.

By both professionalizing the caregiver industry, as well as increasing the knowledge and appreciation for caregiving at a policy level, we hope that the thousands of women working as caregivers will gain better opportunities and the pay, recognition and support they deserve. On International Women’s Day, we hope this ambition can be realized globally.
