Emotional distress calls are on the rise in Santa Cruz County, and it's no secret that the jails have become a place to discard people who are struggling. Hospitalization is considered "a waste of money", partly because Out Patient services are cheaper to fund and run, and local mental health services and facilities are terribly limited. With the jails crowded and the one local psychiatric hospital crowded, the focus turns now on officers getting trained to respond to emotional crises. Where will this lead us?
