The 2024–25 California state budget includes several changes that impact the IHSS community. Key highlights include:
• Medi-Cal Asset Limit Restored: Starting January 1, 2026, the asset limit will return to $130,000 for individuals, with $65,000 added per household member (AB 116).
• Enrollment Freeze: Full-scope Medi-Cal for undocumented adults ages 19+ will freeze enrollment beginning January 1, 2026, with a 3-month grace period.
• Medi-Cal Premiums for Adults with UIS: A new $30 monthly premium for undocumented adults (ages 19–59) with unsatisfactory immigration status will begin July 1, 2027.
• IHSS & Long-Term Care Preserved: The final budget keeps state-only IHSS and long-term care benefits for undocumented adults, rejecting earlier proposals to cut them.
