In the heart of Sandoval County, NM, a shadowy decision threatens the safety and well-being of our community. The county has rushed through a toxic rocket motor factory—triggering serious concerns about the environment, safety, and legality. Tucked next to Rio Rancho neighborhoods and schools, this decision not only bypasses our voices but also flouts the very laws meant to safeguard our community.

The proposed Castelion Hypersonic Missile Plant stands as a ticking time bomb, not just for our children who attend nearby schools but for every resident who calls this land home. The rush to approve this hazardous facility has been cloaked in backdated deals and blatant violations of the Open Meetings Act, leaving the community out of discussions that directly impact our lives. The lack of real public input coupled with the absence of thorough environmental studies undermines our right to a safe living environment.

The potential risks here are too grave to ignore. Wildfires and explosions are real threats that could bring disaster to the West Mesa, blanketing our air with toxic fumes and contaminating our precious water resources. Contaminating our children’s lungs and livers in toxic fumes as they play outside the school that is just 5 miles out. This isn't just about a factory—it's about the possibility of poisoning the very elements that sustain us all. Sandoval County officials owe it to us to pause, reconsider, and involve the community in this decision-making process.

We demand that the county halts the illegal and hazardous proceedings of the Castelion Missile Plant immediately. We call on local governance to halt current operations and start over in a transparent, legal, and environmentally sound manner. The livelihoods of our families and the integrity of our environment depend on it.

Join me in standing against this reckless venture. Let us urge Sandoval County to do the right thing. Sign this petition to demand due process and proper environmental stewardship for the future of our community.

Eighty years after the first atomic test, New Mexico is again being targeted for weapons development.
A California company, Castelion Corp., wants to build a 1,000-acre hypersonic missile facility in Rio Rancho — barely three miles from Northern Meadows.
The project, called Project Ranger, is being fast-tracked with little public input. Our communities already live with the fallout of past weapons programs — toxic waste, groundwater contamination, and a broken promise of “economic growth.”
We deserve transparency, not another sacrifice zone.

Evacuations are underway as the Oak Ridge Fire burns over 200 acres near Window Rock on the Navajo Nation. People living along the fire’s path are urged to evacuate immediately, according to the Navajo Police Department.

Terrill Marshall was last seen tending to his livestock in Mitten Rock just 1.5 miles south of milepost 9.5 on Navajo Route 13. Terrill Marshall was driving his Grey Dodge Dakota extended cab with New Mexico License Plate AWRR32 (Picture Below). Terrill Marshall does have a scar on his forearms shaped like a smiley face.

The new Trump administration has orchestrated deliberate and callous chaos since taking office. The list is too long to list here. But we wanted to alert you to this latest move. EPA's Office for Environmental Justice is closed and the federal EJ Screen mapping tool is gone (as are state-based EJ Screen tools like Maryland's that linked to the federal database). Dept. of Justice's Environment and Natural Resources Division staff have been fired and its the Office of Environmental Justice has been eliminated. For the next 4 years, we will see more webpages like the one below. And we will need strong local advocacy now more than ever to counter the hostility at the federal level. Order Confirms Another Water Win for NM

Reserve, NM —On Friday, August 23, Judge Roscoe Woods of the 7th Judicial District entered a final order that the New Mexico State Engineer was correct in denying an application to mine and hoard tens of thousands of gallons per year of San Agustin Plains groundwater.

The water transfer application was submitted by Augustin Plains Ranch (APR) LLC, a New York-based company owned by Italian billionaire Bruno Modena. This is yet another water win for New Mexico.

The judge’s decision was based on the fact that the application is speculative—ruling that APR failed to point to any end users that would rely on the water. New Mexico state law does not allow anyone to hoard water for someone’s hypothetical future use.

On April 5, in a standing-room-only courtroom, nearly one hundred community members heard the arguments of several attorneys awaiting a ruling on APR’s request to pump 54,000 acre feet per year of groundwater from the San Agustin Plains, a closed groundwater basin (meaning the basin has no outlet ) and the basin is not recharged by perennial streams. A closed basin will not be recharged or replenished and once the groundwater is pumped out the basin will be dry.

The community members fighting against the water grab include small landowners, mostly from the Datil and Magdalena areas, who came together to protect the groundwater which they rely on for their homes, gardens and livestock from this request to pump massive amounts of groundwater.

Ricky and Patty Lindsey, adjoining landowners to the Augustin Plains Ranch, said after the April 5 hearing, “We were very relieved by Judge Woods’ ruling and the knowledge that our groundwater is safe for now—and are hopeful that this will come to an end after all these years.”

Pattie and John Preston, other members of the “Community Protestants” group, said, “This is a real win for our community, the local businesses and the ranchers.”

Following the hearing, Judge Woods held a presentment hearing on August 23rd to hear additional arguments from the attorneys for the State Engineer and Augustin Plains Ranch about the specific wording to be included in the final order based on his oral ruling from the bench in April.

“Judge Woods entered the most complete and detailed form of final order, citing important New Mexico case law to support his ruling, and thus protect the groundwater,” said NMELC Staff Attorney Ann McCartney. “The judge’s final order keeps this precious water in the ground for now and upholds New Mexico law on beneficial use governing appropriation of water,” said McCartney.

For 17 years, residents have been fighting against the removal of the fossil groundwater from the basin after APR filed its first application in 2007 to remove the water. The decision marks the third time the denial of APR’s application by the State Engineer has been upheld by a Court.

“Community Protestants, year after weary year, have fought against the water speculation proposed by APR and are beyond ready for this to be over,” said McCartney.

APR has 30 days after the entry of a written order to appeal Judge Woods’ decision to the New Mexico Court of Appeals.
