Hello! SANDAG Board of Directors will be reviewing the Draft FY 2025 Budget this Friday, March 22, 2024 at 9 AM. It is item 11 in the agenda.
As a supporter of the Binational Trolley Crossing (BTX), you have an opportunity to comment on the importance of advancing BTX concept development in FY 25.
In the Draft 2025 Regional Transportation Plan, there is now inclusion of a "US-Mexico Border Transit Connection." This supports concept development.
BTX needs to conduct feasibility studies including an origin-destination study, cost benefit analysis, and stakeholder engagement. These planning documents will help position the project for additional private investment and grant funding from both Mexico and US sources.
SANDAG IS moving ahead with funding a short list of projects that converge at the border (see list below). BTX is not specifically listed. Those planned studies listed below may be leveraged to also explore the feasibility of a cross border light rail train with a San Ysidro - Tijuana connection.

Why and Why Now? Border congestion is only getting worse. BTX concept offers a solution to modernize mobility at the San Ysidro Port of Entry (SYPOE) by offering a first-of-its-kind cross border mass transit connection. The project will improve air quality, reduce border congestion, reduce border wait times, and deliver socio-economic benefits to the binational region. BTX offers opportunities for urban revitalization and transportation network integration between Tijuana and San Diego, meeting CA’s climate goals.
