Generally, your first chance to enroll in Medicare is when you turn 65. This is called your Initial Enrollment Period. It lasts for 7 months, starting 3 months before you turn 65, and ending 3 months after the month you turn 65. The date your coverage starts depends on which month you sign up during your Initial Enrollment Period. Coverage always starts on the first of the month.

HICAP of San Mateo County’s History

In 1988, HICAP of San Mateo County was one of the first original offices in California to assist Medicare beneficiaries with their questions and to help them file medical claims. The first official Program Manager registered with California Department of Aging (CDA) was Mary Pappas of San Mateo County.

In 1990, Federal Omnibus Budget Reconciliation Act (OBRA) authorized the Centers for Medicare and Medicaid Services (CMS) to make grants for local State Health Insurance Assistance Programs (SHIPs). SHIP is the national name for the HICAP program. Then in 1995-96, CA Welfare and Institutions Code revisions (Mello-Granlund Older Californians Act – AB 2800) defined HICAP in California as we know it today.
