LEVEL 3 S*X OFFENDER NOTIFICATION:
Yuma, AZ

The Yuma Police Department is notifying the community that Refugia Crystal Galindo, 43, is now residing at 129 S 8th Avenue, Yuma, Arizona 85364. She is described as a White Female, 5 feet 4 inches tall, 200 pounds, with brown hair and brown eyes.

In March of 2001, it was reported that Refugia Galindo had s*xual contact with four minors. Galindo was later convicted of Lewd or Lascivious Acts with a Minor under the age of 14 years old in Imperial County Superior Court.

In April of 2026, Galindo was arrested for Failure to Register as a S*x Offender in Yuma County.

Refugia Galindo is a Level 3 s*x offender and is considered a high risk to reoffend.

It has been reported to the Yuma Police Department that the convicted s*x offender in this notification is living in your area. Pursuant to Arizona Laws, we are releasing the information in this flyer, as it our belief that an informed community is a safer community. Abuse of this information to commit a crime against another person will result in prosecution. The Yuma PD has personal safety and neighborhood watch information and programs available.

Level 1 S*x Offender Notification

New Address: 2191 E. 15th Street – Yuma, AZ 85365

The Yuma County Sheriff’s Office (YCSO) is releasing the following information pursuant to A.R.S. 13-3825, the Community Notification on S*x Offenders Law. The offender in this publication is living within Yuma County. It is the responsibility of the Chief Law Enforcement Office having jurisdiction where the offender resides to make notifications to the community. Notification must be made when certain s*x offenders are released from the Arizona State Prison, accepted under an interstate compact or released from the county jail back into the community. Offenders are categorized into three levels: Level One (low risk to the community), Level Two (intermediate risk to the community), and Level Three (high risk to the community).

The individual who appears on this notification, Debra Kylochko, 66, has been convicted of a s*x offense that allows for community notification. Debra Kylochlo has advised the YCSO that she is residing at 2191 E. 15th Street in Yuma, Arizona. She is described as 5 feet 7 inches tall, 130 pounds, with blonde hair and blue eyes. She is not wanted by the Yuma County Sheriff’s Office at this time.

On February 11, 2010, Kylochko pleaded guilty to one count of Attempted S*xual Conduct with a Minor in the Yuma County Superior Court in Yuma, Arizona. She was sentenced to serve 180 days in the Yuma County Detention Center, followed by 10 years of supervised probation. Her victims were two male juveniles known to her.

Debra Kylochko is considered a Level 1 s*x offender with a low risk to reoffend.

This notification is not intended to increase fear; rather, it is our belief that an informed community is a safer community. The YCSO has no legal authority to direct where a s*x offender may or may not live. Unless court ordered restrictions exist, this offender is constitutionally free to live wherever he/she chooses. Citizen abuses of this information to threaten, intimidate, or harass s*x offenders will not be tolerated. S*x Offenders have always lived in our communities; but because of Megan’s law, law enforcement is now able to share this information with you.

A 6 year-old male juvenile (pictured) was found today Tuesday, June 9th, 2026 at approximately 7:12 a.m in the 1100 Block of South 8th Avenue.

He is reporting his name to be Jager Fernandez. We are being told he and his mom, Annette Campos, are visiting from Las Vegas and currently staying with family in Yuma.

If you recognize him, know his family, or know where they are staying please contact the Yuma Police Department (928)783-4421.

Suspicious Death

Location of Incident: 11700 Block of S. Adams Avenue – Yuma, AZ

On Monday, June 1, 2026, at approximately 10:08 AM, the Yuma County Sheriff’s Office responded to a report of a deceased female located in the 11700 Block of S. Adams Avenue.

The Yuma County Sheriff’s Office Criminal Investigations Bureau responded and assumed the investigation. Investigators are seeking the public’s assistance in identifying the unidentified female.

The victim is described as being short in stature with black curly hair. She had black-painted toenails and wore braces. At the time she was located, she was wearing pink shorts and a blue shirt.

Unfortunately, her age and race remain unknown, and no additional identifying information is available at this time.

This case remains under investigation.
