"What is COPA? As its name suggests, COPA is a program to give tenants and/or nonprofit community organizations an opportunity to purchase rental housing whenever it is offered for sale. It gives tenants or community organizations the right to make the first offer, and the right to match the final offer. Contrary to some real estate industry propaganda, COPA does not ever require an owner to sell to a nonprofit, and does not even require them to sell their property at all."

Bộ Gia Cư của Thành Phố , , và ViệtUnity sẽ tổ chức một buổi họp bằng tiếng Việt để thảo luận về một đề xuất: Đạo Luật Cơ Hội cho Cộng Đồng Mua Nhà (COPA). Buổi hợp trên mạng qua Zoom vào thứ tư, ngày 9, tháng 2, năm 2022 từ 5:00 đến 6:30 chiều. Ghi danh theo: tinyurl.com/vietcopa.
 
Chương trình COPA mang lại cơ hội cho các Tổ chức Phi Lợi Nhuận Đủ Điều kiện (“QNP”) đưa ra đề nghị đầu tiên để mua một bất động sản cho thuê khi nó được rao bán, và quyền đưa đề xuất cuối cùng để phù hợp với các điều kiện và điều khoản của giá thầu từ bên trung gian.
 
Thành Phố đang xem xét chương trình COPA trong một nỗ lực để bảo tồn nhà ở giá thấp và ngăn chặn sự di dời của người thuê bất lực.
