AB 1899 is about prevention, stability, and the belief that young people deserve support before they are in crisis.

We support AB 1899 because California needs a dedicated Office of Youth Homelessness Prevention to coordinate resources, strengthen prevention strategies, and move us closer to reducing youth homelessness to functional zero.

Young people should not have to navigate homelessness, foster care, or life after the system without real support. They deserve safety, housing, mentorship, and a future they can build with dignity.

Our May Spotlight is Gerbenn Seraphin. ✨

At just 20 years old, Gerbenn is already showing what’s possible when determination meets the right support system. From entering foster care at 12 to graduating high school early, enrolling at the University of Miami at 15, and now earning straight A’s while working toward a future in bioengineering, his story is one of resilience, brilliance, and purpose.

As a strategic advisor for Fostering Promise, Gerbenn uses his voice and lived experience to advocate for safe housing, mentorship, and real support for young people navigating independence.

This week, Fostering Promise was in Washington, D.C. for the National Summit: Housing as the Cornerstone of Foster Youth to Independence.

This gathering brought together advocates, leaders, and partners who share one urgent belief: foster youth deserve safe, stable housing and the support needed to step into adulthood with dignity, opportunity, and hope.

May is National Foster Care Month, and we're saying: not even one.

1 in 3 foster youth age out of care straight into homelessness. San Jose leads the nation in unhoused young adults 18–24.

Alisha said it best: "All I want is a place to call home… Then I can dream about my future."

These words from Will Spencer, U.S. HUD Administrator for Region IX, capture exactly why the Foster Youth Independence (FYI) voucher program matters.

FYI vouchers provide critical housing assistance to young people aging out of foster care, giving them the stability they need to build a future.

Fostering Promise is advocating to expand FYI and FUP housing vouchers so that every former foster youth has access to safe, affordable housing. Because not even one should face homelessness alone.
