Ulises Peña Lopez and his family, represented by Pangea and Disability Law United are taking on ICE and two notorious private prison corporations, GEO Group and CoreCivic, to seek justice and reparations for the harms catalyzed by a violent ICE arrest and many months of systematic medical violations, disability discrimination, retaliation, and other abuses.

This case is part of a community-driven effort to strengthen existing precedents that protect all of us against state-sanctioned violence. What ICE did to Ulises is not just inhumane––it is illegal.

ICE is flaunting its violence in an attempt to normalize brutal enforcement tactics and create the illusion that our communities are powerless. This lawsuit, and the many others springing across the country, is a staunch rejection of ICE’s impunity. We have the law on our side and we want everyone to know they can fight back and seek justice.

Connie came to the United States from Cambodia as a refugee when she was just 8 years old and has called this country home for nearly 40 years.

In September 2024, she was detained by ice during a routine check-in. She has now spent nearly two years fighting her immigration case while in detention. Despite these challenges, Connie remains resilient, compassionate, and hopeful.

Pangea, in parallel with partner organizations around the Bay Area, California, and nationally, has been at the forefront of a new wave of habeas litigation aimed at securing the freedom of our community members.

❤️‍🔥We took on 11 habeas cases in the last year, a 300 percent increase over the last 5 years. Pangea has also grown into providing mentorship and technical assistance for partner organizations and law firms.

Habeas is a vital part of Pangea’s larger work of building immigrant communities’ power through organizing.
