When: Wednesday, Oct. 14, 10:00 AM - 12:00 PM

Where: San Francisco Disability Cultural Center (165 Grove Street, across from City Hall) and on Zoom

Access: The Disability Cultural Center is wheelchair accessible (all on one floor, with large bathrooms) and has an outdoor patio where you can watch the meeting. We will provide breakfast and lunch outdoors. Masks (KN95, N95, or better) are required inside and will be provided. Spanish interpretation will be provided. Please share any other access and interpretation requests when you register.

H.R. 1586 is an opportunity for Congress to reassert America’s commitment to the right of disabled people to live in our communities at a time when this administration is seeking to undermine that freedom.

DREDF and the Defend Community Integration Coalition applaud the introduction of H.R. 1586, a bipartisan House resolution upholding disabled people's right to live and receive services in our homes and communities.

For decades, federal law has recognized community integration as a civil right. Section 504 regulations required services to be provided in the most appropriate integrated setting. Congress affirmed that principle, and the ADA recognized that isolation and segregation of disabled people is a serious form of discrimination. More than 27 years ago, the Supreme Court’s Olmstead v. Lois Curtis decision affirmed that isolation of disabled people is discrimination under the ADA.

Now that the integration mandate is under attack by an administration that seems to believe that disabled people should go back to institutions, H.R. 1586 has the opportunity to send a clear, bipartisan message that disabled people belong in our communities, and our freedom will be defended.

We thank House Disability Caucus Chairs Representatives Debbie Dingell and Brian Fitzpatrick for leading the resolution, along with its bipartisan cosponsors. And we urge every member of Congress to cosponsor H.R. 1586.

In his September 25 statement, California Attorney General Bonta said, “The segregation and isolation of people with disabilities is discrimination and is illegal in California. People with disabilities have the right to live close to their loved ones, and in an environment where they feel comfortable and connected to their communities.”

We thank Attorney General Rob Bonta for speaking clearly and publicly about disabled people's right to live in our communities. These words matter, especially as the federal government retreats from its longstanding role in enforcing the right to community integration.

Now, we are asking Attorney General Bonta to put those words into a formal public commitment.

On August 11, 2026, 78 organizations asked him to sign the Commitment to Community Integration for People with Disabilities, joining attorneys general in other states in pledging to continue serving disabled people in our homes and communities. The Commitment remains unsigned.
