You don’t have to figure out life after foster care alone. Medi-Cal has extra FREE support for current and former foster youth up to the age of 26 to make taking care of your health and overall well-being a lot easier.

Enhanced Care Management pairs you with a personal care manager to coordinate all your care—medical and vision care, mental health, and more. They’ll meet you wherever is best for you, like a doctor’s office, a local park, or wherever you’re living. Care managers take the stress out of scheduling and coordinating your health care. They can even connect you to community resources and help with job training, finding a safe and stable place to live, and more.

Call the phone number on the back of your Medi-Cal health insurance card to see if you qualify. If you need assistance calling, we’re here to help!

Hot off the heels of Governor Newsom signing six of our priority bills into law — AB 2162, AB 2251, AB 2764, AB 2765, AB 2766 and SB 1421 — we were excited to keep the momentum going with an afternoon of learning, advocacy and collaboration at the California State Capitol! 🏛️💙

Life after foster care can be really hard, but you don’t need to do it alone. Current and former foster youth up to age 26 may be able to get extra support called Enhanced Care Management, or ECM.

ECM gives you a personal care manager to help with all your care and everyday needs. No matter what services you need, you’ll have someone to support you along the way.

Want to see if you’re eligible? Call the number on your Medi-Cal health insurance card. They’ll ask a few questions, and if you qualify, they’ll get you set up with a personal care manager.

What happens when financial aid policies are designed around students’ lives?

This was one of the topics JBAY Executive Director Sarah Pauter discussed last week at Lumina Foundation's Achieving College Affordability Convening, where students, advocates, policymakers, and higher education leaders discussed strategies to make college more affordable and easier to navigate.

Sarah shared JBAY’s work to establish student-centered, equity-focused Satisfactory Academic Progress (SAP) policies and appeal processes in California through AB 789. Before these reforms, SAP standards acted as hidden barriers to student success, with many colleges requiring GPA and course completion rates that exceeded federal requirements.

AB 789 gives students who struggle during a crisis a fairer path to keep or regain the aid they need. The law is already leading to real, positive change, with one community college witnessing 30% fewer SAP dismissals after aligning its policy with the federal pace standard.

Thank you to everyone who joined John Burton Advocates for Youth at the 2026 County Welfare Directors Association of California Annual Conference.

JBAY’s Director of Housing and Economic Mobility, AJ Johnson, co-presented “Real Money, Real Impact: California Counties Unlocking Financial Resources for Foster Youth” with the Los Angeles County Department of Children and Family Services. The session focused on how counties can unlock financial resources that support foster youth.

AB 2162 (Byan) was signed into law by Governor Gavin Newsom!

Assembly Bill 2162, authored by Isaac Bryan (D-Culver City), was signed into law on September 27, 2026!

The bill makes targeted improvements to the state’s Housing Navigation and Maintenance Program (HNMP) to prevent homelessness among former foster youth. HNMP funds housing navigation and services for youth with federal Housing Choice Vouchers.

AB 2162 made the following changes:

Raises HNMP’s upper age limit to 28 years old, matching the full duration of federal vouchers for former foster youth, so young adults do not lose supportive services prematurely.
Strengthens state oversight and local access by requiring counties to report on their youth housing voucher capacity as a condition of receiving HNMP funding.

🎉 AB 2251 HAS BEEN SIGNED INTO LAW! 🎉

Governor Gavin Newsom has signed Assembly Bill (AB) 2251, authored by Assemblymember Celeste Rodriguez, marking an important step forward in helping California college students access the financial aid available to them.

AB 2251 will strengthen transparency and access to the Cost of Attendance (COA) adjustment process, helping students better understand their options when their actual educational expenses exceed their college’s standard budget. For students with limited financial safety nets, that can make the difference between dropping out and getting the resources they need to stay enrolled and meet their basic needs.
