In April of 1998, a group of people including Val Kirwan, Marty
Halloran, Joe McFadden, Pat Burke, Dermott Philpott, and Kevin Wiley met
at the Irish Cultural Center in San Francisco to discuss the possibility
of forming a Law Enforcement Emerald Society in the Bay Area. Over the
following few months, those people and others met on a regular basis and
were successful in writing the by-laws and set

ting up the necessary
infrastructure of the organization to be called the San Francisco Bay
Area Law Enforcement Emerald Society, or SFBALEES. Michelle Bracconier
designed and donated the official logo of the organization. SFBALEES’ purpose was defined to be to unite all law enforcement, clubs
and associations; to recognize and promote the contribution of the
Irish-American to law enforcement; to strengthen and develop community
relationships between law enforcement and our communities at large in
order to uphold and defend the constitution and laws of the United
states; and to work with other fraternal law enforcement organizations,
agencies, and Irish-American groups on areas of mutual concern. In 1999, the president of the National Conference Law Enforcement
Emerald Societies was Lieutenant Pat O’Brien, US Park Police. O’Brien traveled to San Francisco on March 5, 1999 to attend the first
SFBALEES annual dinner dance. O’Brien swore in the
first official Executive Board of SFBALEES. That board consisted of: Val
Kirwan, President; Kevin Wiley, Vice President; Joe McFadden, Secretary;
Marty Halloran, Treasurer; and Bill Holden, Sergeant at Arms. The first
official Board of Directors was: Pat Burke, Richard Lonergan, Michael
Loughran, Patrick Mahanay, Gordan Moore, T.J O’Connor, and Diarmuid
Philpott. Since its inception, SFBALEES has done tremendous work in meeting its
goals. We have been involved in numerous benefits for deserving or needy
community members. We have sponsored numerous children’s Christmas
parties at the Irish Cultural Center, and we have been instrumental in
raising money for gifts, toys, and electronic equipment for terminally
ill children at UCSF. SFBALEES members have participated in every Saint
Patrick’s Day parade in San Francisco since our inception. To honor our
fellow officers who have given their lives in the line of duty, our
members have attended and participated in National Police Officers’ Week
in Washington, DC. SFBALEES has also co-sponsored the California Peace
Officers Memorial Foundation annual candle light vigil since 2005.

Each year, members of the SFBALEES proudly participate in the National Conference of Law Enforcement Emerald Societies Memorial March in Washington, D.C.

As the largest event held at the National Police Memorial Wall during Police Week, it brings together Pipe Bands and Honor Guards from across our great nation to honor and remember those who made the ultimate sacrifice. It embodies who we are as an organization and shows our respect for our nations fallen officers through our Irish Heritage.

If you’ve ever attended, you know just how meaningful and powerful this event truly is.

SFBALEES extends our support and appreciation for all Officers involved in last night’s incident. Please keep the injured Officer and their family in your thoughts and prayers!

The San Francisco Police Officers Association is profoundly relieved to learn that the San Francisco police officer who was shot multiple times in the line of duty Sunday night is expected to survive.

Our thoughts and prayers are with this officer, their loved ones, and their fellow officers as they begin what will undoubtedly be a long and difficult recovery. While we are grateful for this positive news, this incident serves as a stark reminder of the dangers that police officers face every day while protecting the people of San Francisco.

What began as an effort to stop a robbery suspect quickly escalated into a violent confrontation in which an officer was shot multiple times. Every day, police officers put themselves between danger and the communities they serve, often facing life-threatening situations with little warning.

The SFPOA and its members are deeply grateful to the responding officers whose courage and quick actions helped bring this incident under control, and to the paramedics, emergency medical personnel, doctors, nurses, and hospital staff whose skill and dedication are helping save this officer's life and support their recovery.

As this officer heals, we ask the public to keep them and their family in their thoughts. We also ask the community to remember the sacrifices made every day by the men and women of law enforcement who work tirelessly to keep our neighborhoods safe.

The San Francisco Police Officers Association stands firmly behind this officer and their family and will continue to provide them with our full support throughout their recovery.

Reports said backup officers found the suspect near Bayshore Boulevard and Costa Street and took him into custody without incident. Officers recovered two fi****ms at the scene.

SFPD Arrests Taraval District Homicide Suspect

On May 17, 2026, at approximately 5:21 a.m., San Francisco Police officers responded to the 2500 block of 46th Avenue regarding a shooting. Upon arrival, officers located a victim suffering from injuries caused by gunshot wounds and rendered aid. Paramedics arrived on scene and performed life-saving measures. Despite the life-saving efforts by first responders, the victim was declared deceased on scene.

The San Francisco Police Department Homicide Detail responded to the scene to take over the investigation.

Through the course of their investigation, investigators identified the suspect as 68-year-old male Philippe Chagniot of San Francisco and developed probable cause to place him under arrest.

On May 27, 2026, SFPD investigators located Chagniot and placed him under arrest without incident. Members of the SFPD Homicide Detail later executed a search warrant of Chagniot’s residence and seized evidence connected to the incident.

Chagniot was transported to San Francisco County jail and booked for murder (187(a) PC).

While an arrest has been made, this remains an open and active investigation. Anyone with information should contact the SFPD at 415-575-4444 or text a tip to TIP411 and begin the message with SFPD. You may remain anonymous.

Each May, during National Police Week in Washington, D.C., we pause to honor the brave men and women who made the ultimate sacrifice in the line of duty.

The San Francisco Bay Area Law Enforcement Emerald Society stands in solemn respect alongside families, friends, and fellow officers as we remember those added to the memorial this year. Their courage, commitment, and service will never be forgotten.

We recognize not only the heroes whose names are newly engraved, but all who have given their lives protecting our communities. Their legacy lives on in the work we continue every day—and in the hearts of those who love them.

Monday, March 16th saw the return of our Golf Tournament at Stonetree Golf Club after a two year hiatus. This tournament stayed on theme with the Saint Patrick’s Week Festivities and was full of Irish Cuisine and refreshments.

The format was a two person scramble with the top three teams pitted against each other in a grueling playoff on the Par 3 10th hole, a daunting tee shot over water. Our playoff was contested between the following teams:

Dan Nguyen/Cody Wong
Steve Fillipi/ Pete Van Zandt
Victor Lew/ Kasey Wallace

Each team picked one player to represent their team, while the other suited up as the caddy. Wong, Fillipi, and Lew stepped up to the challenge. All three hit fantastic tee shots that didn’t move an inch from the hole. However, Lew and Fillipi went over the green and faced a very daunting downhill approach to the flag. Wong stayed just short of the green and had a more manageable uphill approach. Wong was able to three putt his way to the win and him and Nguyen were crowned champions of the Saint Patrick’s Shootout, taking home the coveted green jacket.
