TODCO - South of Market Neighborhood Builders South of Market Neighborhood Building and San Francisco Civic Impact Since 1971.

Working to assure that the poor, disadvantaged and working people of San Francisco’s SoMa will always be an integral part of their neighborhood's future - and always benefited rather than displaced by its renewal.

We believe community stories should be told by the people who live them.

Through our Community Arts program at TODCO, including 6M Community Arts and the 6th on 7th Photography Workshop & Gallery, residents of 6th Street are turning the camera on themselves—capturing the beauty, history, and humanity of their own neighborhood.

What’s often seen as struggle, we see as resilience, creativity, and connection. This is about more than art—it’s about creating space to breathe, heal, and find purpose.

Watch and see 6th Street through our community’s own lens.

SoMa’s creative heartbeat—recognized by Mission Local.

We’re proud to see Mission Local highlight 6M Community Arts and 6th On 7th Photography Workshop as part of TODCO - South of Market Neighborhood Builders Community Arts Program—spaces where creativity, access, and community come together.

At 6M Community Arts, weekly workshops and exhibitions give neighbors—including unhoused and housing-insecure artists—a place to create, connect, and share their work.

Through Vanguard Labs, artists are finding not just supplies and studio time, but a sense of dignity and purpose through creative expression.

And the 6th on 7th Photography Workshop & Gallery continues a powerful legacy of documenting community life and uplifting local voices.

These spaces are more than arts programs—they’re essential pillars of SoMa’s cultural life.

Art lives here. Community thrives here.

Strong communities don't happen by accident.

They grow when people have access to stable housing, healthcare, job opportunities, arts and culture, and spaces where neighbors can come together.

At TODCO, community development starts by listening. By centering residents' voices, we can better understand real needs and work together to create solutions that strengthen neighborhoods for everyone.

Because community building is about more than buildings—it's about people.

And when communities lead, everyone benefits.

What does a strong community look like to you?

What is community development?

It's a term that gets used often, but at its core, community development is about people.
It's creating housing that allows families to stay in the neighborhoods they love. It's supporting local organizations, building opportunities for residents, creating spaces where neighbors can connect, and investing in the long-term health of a community.

At TODCO, community development means more than constructing buildings. It means helping create the conditions for people to thrive—through affordable housing, resident services, community spaces, and partnerships that strengthen San Francisco's neighborhoods.

When communities have stability, opportunity, and a sense of belonging, everyone benefits.
That's the power of community development.

"What gives me hope about the future of community building in San Francisco is that there are so many of us pushing back and banding together to fight."

Hope isn't something that happens on its own. It's built by residents, community organizations, advocates, neighbors, and everyday people who believe San Francisco should remain a place where working-class and lower-income families can live, thrive, and belong.

Across our city, people are coming together to create housing, strengthen communities, and build a future that works for everyone—not just a few.

At TODCO, we're proud to stand alongside organizations, residents, and partners working every day to make that future possible.

What gives you hope about San Francisco's future?

What does a neighborhood look like when residents tell the story themselves?

A recent ABC7 feature shines a light on local photographers who participated in TODCO's Community Arts Program at our 6M Community Arts and 6th On 7th Photography Workshop.

Instead of being photographed by others, residents became the storytellers—capturing the people, places, and moments that make their community special.

The images reveal joy, creativity, friendship, culture, and everyday life. They remind us that every neighborhood is filled with stories that deserve to be seen and heard.

We are proud to support programs that create opportunities for residents to express themselves, develop new skills, and share their unique perspectives.

For generations, strong communities have been built by people who believe everyone deserves a place to call home.

This story is a reminder that affordable housing is about more than buildings—it's about stability, opportunity, connection, and the ability for neighbors to thrive together. From creating spaces where people can put down roots to supporting the organizations and ideas that strengthen our neighborhoods, the impact reaches far beyond any one person.

At TODCO, we're proud to be part of that work and grateful for the residents, partners, advocates, and community members who help make it possible every day.

For years, TODCO has stood firm: growth must benefit everyone, not just the wealthy, who already have plenty of help. Backed by community voices and partners who believe in a more inclusive city, this moment proves that progress can—and must—be shared.

Bold ideas put forth by progressive housing organizations Council of Community Housing Organizations and the San Francisco Community Land Trust and carried forward by city leaders, this proposal would expand the Housing Trust Fund from $52 million to $125 million a year, lock in affordable housing funding through 2058, and support a $70 million bond to preserve homes before families are pushed out. This is the kind of bold, long-term investment our city needs: more homes, more stability, and a future where working families, seniors, young people, and tenants can all belong in San Francisco.

And through it all, John Elberling’s vision endures—continuing to shape and uplift San Francisco even beyond the grave, as his legacy lives on.
