San Diego Community College District Continuing Education's Educational Cultural Complex (ECC) also offers classes leading to associate degrees and certificates.

The mission of the San Diego Community College District is to provide accessible, high-quality learning experiences to meet the educational needs of the San Diego community. The San Diego Community College District serves approximately 100,000 students each semester through three two-year colleges and seven Continuing Education campuses. The three colleges, San Diego City College, San Diego Mesa C

ollege, and San Diego Miramar College, offer associate degrees and certificates in occupational programs that prepare students for entry-level jobs, and arts and sciences programs that transfer to four-year colleges and universities. The Continuing Education campuses offer adults the opportunity to renew their learning experiences through noncredit vocational, basic skills, life skills, and enrichment classes at sites throughout the city. A number of special programs are unique to the city, including KSDS-FM all-jazz radio, the Center for Competitive and Applied Technologies, and the Workplace Learning Resource Center. The San Diego Community College District is governed by its five-member, locally elected Board of Trustees and three student members serving on a rotating basis. Shared governance activities involve faculty, students and staff in the development of solutions to key policy and budget issues. The five trustees are elected in even-numbered years to four-year terms by the voters of San Diego. The Chancellor, the District's chief executive officer, is responsible for carrying out the policies approved by the Board of Trustees.

The San Diego Community College District governing board has adopted a tentative, $1.93-billion budget for the 2026-27 fiscal year that maintains essential student services while maintaining reserves to help protect the district from potential fluctuations in state and federal funding.

The tentative budget is based on the most recent assumptions in the state’s final budget, which the Legislature must adopt by June 15 and the Governor must sign into law by June 30. Unrestricted General Fund spending – at a projected $402.3 million – is up modestly from $385.5 million from the current fiscal year. Overall, the spending plan is about $197 million less than last year’s budget, the decline in the total budget reflects the spending down of the $850 million of Measure HH bond funds issued in 2025. Those funds are now being used for new construction, campus infrastructure enhancements, and safety upgrades, across the district and its four colleges.

Most of the budget’s unrestricted general fund – more than $350 million – comes through California's Student Centered Funding Formula, which determines state support for community college districts. Rather than relying solely on a flat, per-student allocation, the formula distributes operating funds from Sacramento based on three weighted components: a three-year rolling average of full-time equivalent students; the number of lower-income students receiving financial aid; and student outcomes. The amount earmarked for the coming fiscal year marks an increase of 4.4% from last year.

The tentative budget informs planning for the upcoming academic year at San Diego City, Mesa, Miramar, and Continuing Education colleges. It was developed through a collaborative process involving the district’s Board of Trustees, Chancellor Smith and the Chancellor’s Cabinet, the District Budget Planning and Development Council, the District Governance Council, and other individuals and groups representing faculty, classified professionals, and student leadership at the district and college levels.
