GOAL – The goal of Veterans Preference is to educate our military women in income and wealth building strategies to help increase and secure their finances, as well as the financial well-being of their future generations. Once their finances are secure, we will assist them in reaping the rewards of what they fought so hard for – a safe and secure home for themselves and their families. OBJECTIVES – We expand financial education and outreach to the military community. Participants in our programs will acquire the skills and knowledge needed to make informed and effective decisions about their finances and their lives. They will be provided with job, career, and entrepreneurial training, financial and homeownership education and training. At the end of a successful first phase of instruction and training with us, the participants will be able to take advantage of opportunities such as small business creation, an increase in finances, and the purchase of a home. We are striving to become the leading economic advocate for our active military and veterans. We work in tandem with cities and counties, community leaders, public and private sector agencies, foundations and corporations, to deliver financial education, training and other services to our military community.

A VA pension can provide some level of income security for economically disadvantaged wartime Veterans and their survivors.

When we thank veterans for their service, let's also remember the husbands, wives, sons, daughters, parents, and friends who quietly serve every day as caregivers.
Caregivers help with doctor's appointments, medications, meals, transportation, paperwork, and countless other responsibilities. They often put their own careers, health, and personal lives on hold to ensure their loved one receives the care they deserve.
They don't wear a uniform, but they serve with incredible dedication, compassion, and sacrifice.
At Veterans Preference, we believe caregivers deserve support, resources, education, and encouragement—not because they're asking for recognition, but because they've earned it.

Right now, there is a major push in Congress to move a large package called the Take Care of America's Veterans Act, which bundles together more than 60 veterans bills that have been introduced separately over the past few years. The idea is to move many of them at once instead of trying to pass them individually. Here are a couple of the top bills you should know about.

1. Major Richard Star Act
This is probably the most talked-about bill right now.
What it does:
Allows combat-injured retirees with less than 20 years of service to receive both their military retirement pay and VA disability compensation without the current offset. More than 50,000 combat-injured veterans could benefit. The bill has broad bipartisan support but continues to face funding and legislative hurdles.
2. Love Lives On Act
This is especially important for surviving spouses.
What it does:
Would protect certain survivor benefits when a surviving spouse remarries. It addresses issues involving DIC, Survivor Benefit Plan benefits, and TRICARE eligibility for some surviving spouses.
3. Veterans ACCESS Act
Focuses on improving access to VA health care and community care options for veterans. It is one of the cornerstone bills in the package.
4. Veteran Caregiver Reeducation, Reemployment, and Retirement Act
Aims to strengthen support for family caregivers who often leave careers or reduce employment to care for disabled veterans.

The Assembly Committee on Military and Veterans Affairs will hear three bills on June 16, 2026. Here is what is on the line:

SB 623 (Senator Archuleta), the Veterans' Bond Act of 2026: a bond to invest in housing and home loans for California veterans.
SB 1407 (Senator Archuleta): exempts military retirement pay and survivor benefits from state income tax, removing the current $20,000 cap so this income is fully tax-free.
SB 888 (Senator Seyarto): lets more disabled veterans qualify for the larger property tax exemption by not counting service-connected disability pay as income.

The California State Commanders Veterans Council and its member organizations support all three.

SPOUSE DEPENDENT SURVIVOR CAREGIVER
Many military and veteran families are struggling silently. Too many are exhausted, overwhelmed, having severe stress, depression, and hurting financially while trying to navigate benefits and resources on their own. Many caregivers reduce work hours or leave jobs completely to care for the veteran they love. NABVETS San Diego is hosting a special Zoom event that may help ease the burden.
