Mayor Gloria Launches Resident Budget Survey as San Diego Prepares for Tough Fiscal Decisions:
Mayor Todd Gloria is asking San Diegans to provide feedback that will help determine which programs and services are prioritized and which are reduced.
The City launched a digital Resident Budget Survey to gather input from San Diegans that the Gloria Administration will use to make tough budget decisions for fiscal year 2027 (FY27), which begins on July 1.
Residents who live within San Diego city limits are invited to take the five-minute survey at sandiego.gov/BudgetSurvey. Residents are also welcome to access public computers at any San Diego Public Library location.
Signs will be posted in City libraries and recreation centers with a QR code linking to the online survey.
San Diego's Key Budget Dates: What to Know About the Fiscal Year 2027 Budget:
March 10, 2026: City Council reviews FY 2027-2031 Five-Year Capital Infrastructure Planning Outlook and related report by the Office of the IBA.
April 15, 2026: Release of Mayor’s FY 2027 Draft Budget online. Per City Charter, the Mayor must release the Draft Budget to the Council and the public no later than April 15.
April 20, 2026: Mayor presents FY 2027 Draft Budget at City Council.
May 4 through May 8: Budget Review Committee (BRC) budget presentation hearings, including: IBA’s Review of the FY 2027 Draft Budget, to be presented on May 4; presentations by City departments and agencies and corresponding Office of the IBA presentations.
May 4, 2026: 6 p.m. BRC hearing for public input on the FY 2027 Draft Budget.
May 13, 2026: Release of the following reports: Mayor’s May Revision to the FY 2027 Draft Budget (May Revision). FY 2026 Third Quarter Budget Monitoring Report. FY 2026 CIP Year-End Budget Monitoring Report
May 18, 2026: City Council reviews the FY 2027 May Revision and FY 2026 Third Quarter Budget Monitoring Report as informational items.
June 2: Release of IBA’s report on final recommended City Council modifications to the Mayor’s FY 2027 Draft Budget and review of the May Revision, as well as a report transmitting the Councilmembers’ final budget modification memoranda.
June 5, 2026: BRC discusses the recommended City Council budget modifications.
June 9, 2026: City Council approval of the FY 2027 Budget with any final budget modifications. Per City Charter, budget adoption is required no later than June 15.
City of San Diego Releases Comprehensive Speed Management Plan:
This week, the City of San Diego announced the release of its Comprehensive Speed Management Plan, a citywide, data-informed strategy to reduce vehicle speeds in areas allowed under state law and advance the City’s Vision Zero commitment to eliminate traffic fatalities and serious injuries.
The Comprehensive Speed Management Plan used a data-driven, city-wide approach to lower speed limits across San Diego’s neighborhoods, commercial corridors, and school zones.
In 2022, the U.S. Department of Transportation awarded the City of San Diego $680,000 through the Safe Streets and Roads for All (SS4A) grant program, funded through the Bipartisan Infrastructure Law. The SS4A grant, which was supported by San Diego’s congressional delegation, funded several supplemental planning efforts, including the development of this Comprehensive Speed Management Plan.
The analysis found that over 20 percent of San Diego’s roadway network, 679.1 centerline miles, is eligible for potential speed limit reductions, including: 189.6 centerline miles eligible as Safety Corridors . 32.6 centerline miles eligible as High Pedestrian & Bicyclist Activity Corridors (All 189.6 miles of Safety Corridors also qualify under this category) . 58.7 centerline miles eligible as Business Activity Districts. 371.1 centerline miles eligible for School Zone speeds (15 or 20 mph). 27.1 centerline miles eligible for School Approach speeds (25 mph).
Implementation of the plan is estimated to begin in Fiscal Year 2027, subject to available funding and approval through the City’s annual budget process.
