on the first Tuesday of each month. Additionally, the Project Review Committee (a subset of the board) meets on the third Wednesday of each month on an as-needed basis. All meetings are open to the public, and are held at:

The board heard from three of the Candidates running for a San Diego City Council District 2 seat. Each candidate was given 15 minutes to introduce themselves and answer questions. (the remaining 4 candidates will attend the May 5th meeting.)

The Board also looked at a proposed 3-story single-dwelling unit on an undeveloped lot at 2031 Bacon Street.

City Planning Invites You to Share Feedback on Draft Bike Network

The City Planning Department wants to hear from you as we develop a comprehensive bike network that works for bicyclists and neighborhoods across the city.

The Citywide Draft Bicycle Network Survey is now available. We invite you to review the proposed bikeways and share your feedback.

The Bicycle Master Plan Update will identify a network of bikeways and provide a framework to make the city an easy and safe place to bike. The Plan focuses on supporting healthy and safe travel to work, school, and other activities. It will also outline how the City will work with communities to determine if, when and how the identified bike projects are built.

The draft network includes bikeways identified to provide a safe and easy way to get around San Diego by bike for all ages and abilities, and your feedback will help refine the proposed network to ensure it meets community needs.

This map-based survey is open through April 30, 2026.

📣🗳Info Item #1: CIty Council District 2 Candidates—The board will hear and ask questions of three of the Candidates running for San Diego CIty Council District 2 seat. Each candidate will be given 15 minutes to introduce themselves and answer questions.

🏠Action Item #3: 2031-2033 Bacon St. PTS: 1138023—Coastal Development Permit to construct an 1,838 square-foot, 3-story single-dwelling unit on an undeveloped lot at 2031 Bacon Street. The project would also construct a new retaining wall, hardscape, and landscape. The 2,625 square-foot (0.06-acre) project site is zoned Residential - Multiple Unit (RM-2-4) and designated as Medium Density Residential in the Ocean Beach Community Plan. The project is also within the following overlay zones: Sustainable Development Areas , Complete Communities Housing Solutions, Complete Communities Mobility Choices, Airport Land Use Compatibility Overlay Zone, Coastal Height Limit Overlay Zone, Coastal Overlay Zone (Non-Appealable 2), Parking Impact Overlay Zone, Parking Standards Transit Priority Area, Transit Priority Area , Affordable Housing Parking Demand, ALUCP Airport Influence Area, ALUCP Noise Contours, FAA Part 77 Noticing Area, and Ocean Beach Cottage Emerging Historic District. PRC voted 3-0-0 to recommend the full board deny the project based on bulk and scale relative to the surrounding residences.

The District 2 Council office is collecting feedback on residents’ priorities for the upcoming Fiscal Year 2027 Budget through our CD2 Budget Development survey. This brief and specifically District 2 survey allows residents to share their feedback on which priorities are most or least important to them and the responses will be shared with the Councilmember and their staff as they enter into discussions for the upcoming budget development cycle. The survey will remain open through the end of April, and the results will be shared with Councilmember Campbell before the Budget Review Committee hearings in the first week of May.

The survey can be taken without sharing your contact information, but if you would like to receive District 2 updates, including updates about this year’s budget development process, you can provide your name and contact information at the bottom of the survey to subscribe to our office’s bi-weekly newsletter. Mayor Gloria Launches Resident Budget Survey as San Diego Prepares for Tough Fiscal Decisions:

Mayor Todd Gloria is asking San Diegans to provide feedback that will help determine which programs and services are prioritized and which are reduced.

The City launched a digital Resident Budget Survey to gather input from San Diegans that the Gloria Administration will use to make tough budget decisions for fiscal year 2027 (FY27), which begins on July 1.

Residents who live within San Diego city limits are invited to take the five-minute survey at sandiego.gov/BudgetSurvey. Residents are also welcome to access public computers at any San Diego Public Library location.

Signs will be posted in City libraries and recreation centers with a QR code linking to the online survey.

San Diego's Key Budget Dates: What to Know About the Fiscal Year 2027 Budget:

March 10, 2026: City Council reviews FY 2027-2031 Five-Year Capital Infrastructure Planning Outlook and related report by the Office of the IBA.

April 15, 2026: Release of Mayor’s FY 2027 Draft Budget online. Per City Charter, the Mayor must release the Draft Budget to the Council and the public no later than April 15.

April 20, 2026: Mayor presents FY 2027 Draft Budget at City Council.

May 4 through May 8: Budget Review Committee (BRC) budget presentation hearings, including: IBA’s Review of the FY 2027 Draft Budget, to be presented on May 4; presentations by City departments and agencies and corresponding Office of the IBA presentations.

May 4, 2026: 6 p.m. BRC hearing for public input on the FY 2027 Draft Budget.

May 13, 2026: Release of the following reports: Mayor’s May Revision to the FY 2027 Draft Budget (May Revision). FY 2026 Third Quarter Budget Monitoring Report. FY 2026 CIP Year-End Budget Monitoring Report

May 18, 2026: City Council reviews the FY 2027 May Revision and FY 2026 Third Quarter Budget Monitoring Report as informational items.

June 2: Release of IBA’s report on final recommended City Council modifications to the Mayor’s FY 2027 Draft Budget and review of the May Revision, as well as a report transmitting the Councilmembers’ final budget modification memoranda.

June 5, 2026: BRC discusses the recommended City Council budget modifications.

June 9, 2026: City Council approval of the FY 2027 Budget with any final budget modifications. Per City Charter, budget adoption is required no later than June 15.

City of San Diego Releases Comprehensive Speed Management Plan:

This week, the City of San Diego announced the release of its Comprehensive Speed Management Plan, a citywide, data-informed strategy to reduce vehicle speeds in areas allowed under state law and advance the City’s Vision Zero commitment to eliminate traffic fatalities and serious injuries.

The Comprehensive Speed Management Plan used a data-driven, city-wide approach to lower speed limits across San Diego’s neighborhoods, commercial corridors, and school zones.

In 2022, the U.S. Department of Transportation awarded the City of San Diego $680,000 through the Safe Streets and Roads for All (SS4A) grant program, funded through the Bipartisan Infrastructure Law. The SS4A grant, which was supported by San Diego’s congressional delegation, funded several supplemental planning efforts, including the development of this Comprehensive Speed Management Plan.

The analysis found that over 20 percent of San Diego’s roadway network, 679.1 centerline miles, is eligible for potential speed limit reductions, including: 189.6 centerline miles eligible as Safety Corridors . 32.6 centerline miles eligible as High Pedestrian & Bicyclist Activity Corridors (All 189.6 miles of Safety Corridors also qualify under this category) . 58.7 centerline miles eligible as Business Activity Districts. 371.1 centerline miles eligible for School Zone speeds (15 or 20 mph). 27.1 centerline miles eligible for School Approach speeds (25 mph).

Implementation of the plan is estimated to begin in Fiscal Year 2027, subject to available funding and approval through the City’s annual budget process.

Our 2026 election results are tallied. We had 40 registered voters this year. The winners are:

Tracy Dezenzo (incumbent)
Greg Diamond (incumbent)
John Phillips (new member)

The election results will be certified at our April 7th meeting, and new members will be seated at that time. We will also be re-appointing our Project Review and Transportation subcommittees. Community members are invited to attend, or serve on subcommittees. You do not have to be an elected Board member.

There is also one vacancy on the board. Our bylaws require that any vacancy appointments wait until at least 60 days after the election date.
