California's active solar energy system property tax exclusion is scheduled to sunset on January 1, 2027.
Current Rule and Deadline The Exclusion: Under California Revenue and Taxation Code Section 73, installing a qualifying active solar energy system (or solar-plus-storage) has historically been excluded from being considered "newly constructed" value.
This means adding solar has not increased your property tax assessment. The Sunset Date: The current exclusion applies to systems completed on or before December 31, 2026.Grandfathering: Systems completed and qualified before January 1, 2027, remain permanently excluded from property tax reassessment for as long as you own the property.
What Happens Starting in 2027Tax Reassessment: Unless the legislature passes a late extension, any new rooftop solar system or battery storage added on or after January 1, 2027, will no longer qualify for the exclusion. Added Value: County assessors will add the incremental market value of the new solar or storage installation to your property's existing base year value, increasing your annual property tax bill based on your local tax rate. Retroactivity: The expiration is not retroactive; systems fully installed and operational by the end of 2026 are protected.
