Regional Task Force on Homelessness Working together, we can solve homelessness. Vision: An end to homelessness in the San Diego region. RTFH conducts the annual WeALLCount Campaign.

Mission: To provide comprehensive data and trusted analysis that empowers the entire community to identify, implement, and support efforts to prevent and alleviate homelessness. WeALLCount is an important annual event that assesses homelessness (on the street and in shelters) throughout San Diego County: how many, who, where, why, and other critical demographics are gathered. This information enables local agencies to implement services and to find solutions that enable individuals and families to become housed again. We also manage the region’s Homeless Management Information System (HMIS). HMIS provides homeless service providers throughout San Diego County with a regional collaborative approach to data collection and client management. Our web-based application empowers human services providers, agencies, coalitions, and communities to manage real-time client and services data. The RTFH supports users with help desk, ongoing training, and customization.

Did San Diego lose 1,000 homes during the January 2024 floods?

True: The floods damaged or destroyed over 1,000 housing units across San Diego County, pushing more families into housing instability.

Homelessness is a systems issue, when an extreme weather event removes homes from our community, it narrows an already constrained housing supply.

Housing is the solution to making homelessness rare, brief, and nonrecurring. Stay prepared and stay informed.

RTFH publishes monthly data reports that show how many people are entering the homelessness response system for the first time and how many people are moving into housing. It is one way our community can follow progress, understand the need, and see where continued investment matters most.

Older adults are an important part of this picture. In the 2026 Point-in-Time Count, adults age 55 and older represented 33% of people experiencing unsheltered homelessness in our region, and more than half were experiencing homelessness for the first time.

Housing is the solution. By expanding permanent supportive housing, rapid resolution, and other evidence based strategies, we can help more San Diegans find stability and make homelessness rare, brief, and nonrecurring.

Regional data show a decline in homelessness, with the Point-In-Time count showing a 12% reduction in unsheltered homelessness, reinforcing the need to keep investing in a housing.

Three ways to continue moving people off the streets:

1. Continue investing in permanent supportive housing
2. Rapid resolution through diversion programs
3. Coordinated regional responses through community providers like Serving Seniors, Brilliant Corners, Urban Street Angels, Father Joe's and The Lucky Duck Foundation

The latest San Diego Regional Housing Needs Allocation (RHNA) numbers underscore a simple truth: we do not have enough housing stock for the people who live and work here. Housing is the solution, and closing the gap will take more homes, not just more urgency.
