Regional Task Force on Homelessness Working together, we can solve homelessness. Vision: An end to homelessness in the San Diego region. RTFH conducts the annual WeALLCount Campaign.

Mission: To provide comprehensive data and trusted analysis that empowers the entire community to identify, implement, and support efforts to prevent and alleviate homelessness. WeALLCount is an important annual event that assesses homelessness (on the street and in shelters) throughout San Diego County: how many, who, where, why, and other critical demographics are gathered. This information enab

les local agencies to implement services and to find solutions that enable individuals and families to become housed again. We also manage the region’s Homeless Management Information System (HMIS). HMIS provides homeless service providers throughout San Diego County with a regional collaborative approach to data collection and client management. Our web-based application empowers human services providers, agencies, coalitions, and communities to manage real-time client and services data. The RTFH supports users with help desk, ongoing training, and customization.

Regional data show a decline in homelessness, with the Point-In-Time count showing a 12% reduction in unsheltered homelessness, reinforcing the need to keep investing in a housing.

Three ways to continue moving people off the streets:

1. Continue investing in permanent supportive housing
2. Rapid resolution through diversion programs
3. Coordinated regional responses through community providers like Serving Seniors, Brilliant Corners, Urban Street Angels, Father Joe's and The Lucky Duck Foundation

When our community understands the data, we can better support the solutions that help homelessness become rare, brief, and nonrecurring.

What the count reminds us is simple: homelessness is a regional systems issue, and the path forward depends on coordinated action, more housing, and continued investment in evidence-based strategies. The numbers matter, but so do the people behind them, which is why we stay focused on outcomes, not rhetoric.

The road to housing legislation starts with one clear truth: housing is the solution. We need coordinated regional investments that expand access, strengthen prevention, and move people into stable homes faster so homelessness becomes rare, brief, and nonrecurring.
