🔊Day 2 of with a strong focus on EU–Latin America collaboration, bringing another full agenda of discussions, dialogue, and networking on diversification of supply and the growing impact of AI-driven demand. Here is our rapid-fire synthesis from today’s sessions:

✔️“The Keynote / Fireside Chat on ,” delivered by Wenceslao Bunge Saravia, Ambassador of Argentina to Spain, highlighted the country’s strategy to reverse economic decline through the RIGI framework, offering long-term guarantees to attract major investment while leveraging Vaca Mu**ta and its mineral resources to boost energy exports and position Spain as a gateway to Europe.

✔️Panel 6, “Diversification of Supply – Fuels,” explored the role of alternative fuels such as methanol, hydrogen, and biofuels in strengthening energy security, highlighting projects like macaúba-based biofuel production in Brazil alongside the need for regulation, financing, and infrastructure to scale these solutions.

✔️Panel 7, “Diversification of Supply — Inputs and Industrial Strategy,” examined how Latin America and the Caribbean can leverage their vast critical mineral resources to move beyond extraction and into value-added industrial development, while navigating geopolitics, infrastructure gaps, and the need for stronger partnerships and community engagement. As one panelist put it, “there is no plan B for the global energy transition without Latin America and the Caribbean.”

✔️Finally, Panel 8, “Meeting the AI moment – Energy, Infrastructure, and Water”, examined the sharp rise in energy and water demand driven by AI and data centers, highlighting grid constraints, transmission bottlenecks, and the need for faster planning, new financing models, and stronger coordination across the value chain. As speakers noted, the main challenge ahead is not just technology, but ensuring the infrastructure can keep pace with AI’s exponential growth.

📌The clearest takeaway from Day 2: diversification, investment, and coordination will define the path forward—from fuels and critical minerals to digital infrastructure—as Latin America and Europe navigate energy security together in an increasingly complex world.

🚢As IMO meetings unfold, this timely paper by our Non-Resident Fellow Camilo Velandia-Perico explores why the International Maritime Organization remains a rare example of effective multilateralism in an increasingly fragmented geopolitical landscape.

The analysis highlights how the IMO’s non-discrimination principle drives global regulatory convergence—meaning that even in a divided world, technical decisions still translate into real operational impact. It also underscores a key takeaway: influence comes from active participation in consensus-building, not from standing aside.

📍Download paper: https://bit.ly/4t1sU38

Three key points addressed in the paper:
⚓Why the IMO operates differently from other multilateral forums: its technical structure, the interaction between flag States, port States, and industry, and the principle of non‑discrimination all drive global regulatory convergence.
⚓How recent geopolitical dynamics have strained climate‑related regulatory progress: the push toward decarbonization — including the 2023 Strategy and the Net Zero Framework — now faces external pressures that alter the IMO’s traditionally technical nature.
⚓What this means for countries: non‑participation does not reduce exposure; on the contrary, it limits the ability to influence rules that will inevitably affect fleets, exports, and port infrastructure.

rolled on Day 1 with an intense day of panel discussions, dialogue and, of course, networking. Here is our rapid-fire synthesis from our discussions:

Panel 1, “The New Geopolitical Context for Europe and Latin America,” set the tone: as European supply security concerns deepen and U.S. policy reshuffles the global order, Europe and Latin America have an opening to strategically bolster fossil fuel and critical mineral supply chains. In the words of a panelist, “Never let a good crisis go to waste.”

Panel 2, “Venezuela—What's Next?,” dug into the evolving situation in the country and explored realistic pathways for economic re-engagement and the development of an investable country. In a country mired in uncertainty, leaders must move quickly to establish credibility. One key panelist point: all long-term gas and oil agreements come with two joined molecules, and the most important one to account for is the trust molecule.

Panel 3, “Redefining Perceptions of the Energy Transition,” discussed the status of the transition and how governments and private enterprises are continuing to decarbonize in the face of political and economic headwinds. Noting that the transition will not be linear and that we must “transition the way we think about the energy transition.”

Panel 4, “Fostering Energy Security—LNG and Natural Gas,” mapped the impacts of global conflict, from Ukraine to Iran, on LNG flows. Highlighting the role that Latin America, as a continent of peace, can play as a reliable, less-risky supplier.

Panel 5, “Facilitating Growth—European Capital and Investment in
the Energy Transition,” focused on where European capital can move the needle in Latin America, namely targeting complex projects focused on modernizing and decarbonizing the electricity generation matrix. But as one panelist noted, that is only effective if Latin America can further advance mass electrification.

The day closed with two interesting presentations: a fireside chat featuring Cristina Lobillo (DG ENER, European Commission) on navigating energy in an era of uncertainty and discussing how pragmatic policy approaches are needed to address the energy trilemma. Also, Colombia’s Agencia Nacional de Hidrocarburos discussed its latest strategy, utilizing profits from a new advanced oil recovery program to fund the energy transition. An interesting case study in promoting the energy transition via conventional fossil resources.

✔️The clearest signal across the day: the Europe–Latin America relationship abounds with opportunity and, if managed diligently and intelligently, can meet the geopolitical, technological, and climatological challenges of the moment.

🎆 The 7th annual Madrid Energy Conference kicked off tonight!
On an exquisite Madrid evening, we welcomed guests from across Europe and the Americas to our annual rooftop opening reception at the Meliá Serrano. A perfect setting to launch what promises to be our most dynamic edition yet.

A heartfelt thank you to Holland & Knight for once again sponsoring our opening reception!

We were honored to have Cristina Rivero Fernández, Director General of Club Español de la Energía-Enerclub, join us to deliver remarks at the reception. She set the tone beautifully for the days ahead.

Speaking on behalf of the Spanish Energy Club (Enerclub), which she described as "the home of all energies and all those who work in the energy sector," Cristina reflected on the lessons of Spain's blackout nearly a year ago, calling it a powerful reminder that "energy must be at the center of any debate on economic growth, development, and well-being."

She noted that MEC26 arrives at a particularly critical moment as the world navigates the complexity of the energy transition while confronting renewed energy security concerns, including the prolonged disruption in the Strait of Hormuz. Her message was clear: the need for "resilient, diversified, and reliable energy systems" has never been more urgent.

And on the transatlantic relationship, she underscored that "Spain, Latin America and the United States are natural partners" that are bound by decades of investment, cooperation, and trade that contribute to stability and help mitigate geopolitical risk.

The formal conference agenda begins tomorrow with a fantastic geopolitics session, followed by a dedicated Venezuela panel, debate on redefining the energy transition, the role of natural gas and LNG as a guarantor of energy security, European investment in energy in Latin America, and more. All panels with an amazing roster of expert speakers and thought leaders that will surely stir discussion and debate.

🌎 Today in Buenos Aires, the Institute of the Americas was proud to convene leaders from academia, government, and the private sector for a timely discussion on the future of critical minerals in Argentina and across the Western Hemisphere. As we marked the release of Critical Minerals: The Western Hemisphere’s Opportunity, we were honored to do so in partnership with Universidad de Buenos Aires (UBA), CEARE - UBA Centro de Estudios de la Actividad Regulatoria Energética and the CAI Centro Argentino de Ingenieros. Argentina is increasingly at the center of this conversation—not only because of its extraordinary resource base, but because of its growing relevance in a global landscape shaped by supply chain security, geopolitics, and the need for more resilient value chains.

⚙️ Today’s dialogue reinforced that the opportunity ahead is about far more than geology alone. The conversation highlighted both the promise and the complexity of capturing greater local value through investment, infrastructure, processing capacity, and stronger public-private coordination. It also underscored an important reality: long-term success depends on how well technical, environmental, social, and regulatory factors are aligned. When those pieces come together, projects move forward with greater credibility, resilience, and long-term viability.

🤝 We are grateful to our event sponsors and partners— Integra Capital, ERM, Lithium Triangle South America -News, and AmCham Argentina—for helping make this exchange possible, and for contributing their expertise to such an important conversation. These are exactly the kinds of partnerships needed to move from potential to progress and to build a more competitive, sustainable, and secure critical minerals future for the Americas.
