Governor Jerry Brown released an open letter to the people of California yesterday, asking voters to approve an initiative to raise taxes.

The governor said the legislature has already made deep cuts in education and social services, and he now proposes closing the state's structural deficit by increasing the sales tax, and boosting income taxes on the top 2 percent of Californians.
