About Our Founder:

For over two decades Tracy Wolff has been a community volunteer and fundraiser focusing primarily on children and family issues. As First Lady of Bexar County, Tracy recently joined her husband, Bexar County Judge Nelson Wolff, in a new project - the creation of the first digital public library in the nation, BiblioTech. The mission of BiblioTech is to “provide all Bexar County

residents with the opportunity to access technology for the purpose of enhancing education and literacy, promoting reading and equipping the citizens of Bexar county with the necessary tools to thrive as citizens of the 21st Century”. BiblioTech opened September 14th, 2013 and has quickly become a success. It has garnered national and international media attention and has been highlighted and monitored by the BBC, the Wall Street Journal, The New York Times, Time Magazine, NPR, and appearing on several national television media outlets. BiblioTech, located at 3505 Pleasanton Road, occupies 5,000 square feet inside a Bexar County building. BiblioTech offers over 38,000 e-book titles that can be downloaded from anywhere in Bexar County. The facility has a children’s learning area, a digital research room with desk top computers and iPads, group study rooms, a small café and a community room. E- readers are available for check out to the citizens of Bexar County. In July of 2014, Bexar County Judge Nelson Wolff opened a second BiblioTech location on the west side at 2003 South Zarzamora. In the Fall of 2016 a third location will be opened in the East Side Promise Zone. Through The Hidalgo Foundation of Bexar County, Tracy has raised a million dollars plus to assist Bexar County with their investment in BiblioTech for the residents of Bexar County. In 2004, as the founder and President of the Hidalgo Foundation of Bexar County a 501c3, Tracy was charged with the mission of raising $6 million towards the restoration and renovation of the Bexar County Courthouse, the oldest and largest historic courthouse in continuous operation in Texas. Because of her personal commitment to children, Tracy included in the fundraising goal, the construction of two “child abuse courts and additional support areas” which were completed in January of 2005. The Bexar County Children’s Courts are the first to be created in Texas, second in the U. S., and were named the model for the nation by the William & Mary Law School's Courtroom 21 Project. To date, the Foundation has raised $7.5 million. Over the years, Tracy has chaired numerous fundraisers, raising thousands of dollars for community needs: A "Book Telethon" for the Library Foundation; "Sticky Wickets" a croquet tournament at Blessed Sacrament Academy, now an official Fiesta Event; The "International Gala" which raised the initial funds needed to start the CASA program with sister cities in Mexico on behalf of the City of San Antonio; "Speaking of Women’s Health" with KLRN; "The Heart Gallery of San Antonio" a unique photo exhibit of children in foster care waiting to be adopted, and SMART START," – a $3 million dollar San Antonio Area Foundation trust fund, launched in 1994 to improve the quality of childcare programs throughout the community. Tracy is married to Bexar County Judge Nelson Wolff and together they have a blended family of six adult children and seven brilliant and beautiful grandchildren!
