二、如情况属实,请依法对涉事未成年人进行严肃批评教育、法治教育、心理评估和必要的行为矫治,而不是简单口头批评后不了了之;
三、依法约谈涉事学生监护人,核查其监护责任履行情况,并视情况责令其接受家庭教育指导,承担相应监护责任;
四、督促学校对校园生命教育、心理健康教育、法治教育和学生日常行为管理进行全面整改,防止类似事件再次发生;
五、请公安、教育、街道、社区等部门联动介入,对涉事未成年人是否存在持续暴力倾向、结伙欺凌、虐待动物或其他不良行为进行风险排查;
六、请有关部门对社会公众关切进行适当回应,说明核查进展和处理结果,避免事件被淡化、拖延或掩盖,也避免不实信息继续扩散;
七、建议加强校园及周边流浪动物管理、未成年人极端行为干预机制建设,并将生命教育、反暴力教育纳入学校后续整改内容。
本人强调,本投诉并非要求对未成年人进行私刑式惩罚,而是要求相关部门依法、公正、及时、严肃处理。未成年人更需要教育和挽救, 但教育不能等同于纵容。对于焚烧、虐杀动物这类极端残忍行为, 必须有明确的调查、干预、矫治和责任追究,否则既无法保护动物生命,也无法维护校园安全和社会公共秩序。

Hello.
I am writing to lodge a formal complaint regarding an incident recently reported online, in which multiple sixth-grade students from Pingpu Primary School in Xinheng Town, Jieyang City, allegedly acted in concert to torture and kill stray dogs and puppies. I request that your department immediately investigate and handle this matter in accordance with the law and relevant regulations.
According to information circulating online and related discussions, the students' actions went far beyond mere chasing, rough play, or isolated instances of misconduct; they allegedly harmed animals in extremely cruel ways, including burning stray dogs and torturing puppies to death. If these allegations are true, the nature of the acts is heinous and the methods brutal. Such behavior severely transgresses the boundaries of acceptable conduct for minors, indicating potential underlying issues regarding the students' understanding of the value of life, awareness of the rule of law, moral constraints, and mental health. Furthermore, it poses a potential risk to fellow students, the school environment, and public safety.
I believe this matter cannot be dismissed simply by claiming the children "did not know any better." Being a minor does not absolve one of the need for education and correction, nor does it exempt guardians from their responsibilities. Committing acts of extreme violence—such as burning or torturing animals to death—not only creates a negative social impact but may also serve as a warning sign of violent tendencies, psychological abnormalities, or a severe lack of proper upbringing. Failure to intervene promptly could lead to a risk of future harm directed at classmates, other individuals, or public order. Therefore, we earnestly request that your department attach great importance to this matter and take the following measures in accordance with the law and relevant regulations:
1. Immediately verify the authenticity of the incident and ascertain the time, location, participants, specific sequence of events, and any animal casualties, as well as whether there were onlookers, filming, or the dissemination of footage;
2. If the allegations are confirmed, please ensure the involved minors receive serious reprimand and education—covering legal awareness, psychological assessment, and necessary behavioral correction—rather than merely a superficial verbal warning that leads to no further action;
3. Summon the guardians of the involved students for a formal interview to assess their fulfillment of guardianship duties and, where appropriate, mandate their participation in family education guidance and hold them accountable for their guardianship responsibilities;
4. Urge the school to comprehensively overhaul its programs regarding life education, mental health, legal education, and daily student conduct management to prevent the recurrence of similar incidents;
5. Coordinate a joint intervention involving public security, education, sub-district, and community authorities to conduct a risk assessment regarding whether the involved minors exhibit persistent violent tendencies, engage in group bullying, abuse animals, or display other forms of misconduct;

While minors are in greater need of education and rehabilitation, education must not be equated with condoning misconduct.
