Community Action Project (CAP) Promote participation in local government to protect & improve Calaveras' natural & built environment EPFW remains the fiscal sponsor for CAP.

In 2005, Ebbetts Pass Forest Watch noted that Calaveras County needed a group to empower citizens to have greater control over quality of life issues beyond forest protection. The quality of life issues of concern in communities throughout Calaveras County included land use management, transportation, affordable housing, resource conservation, open space, public safety, economic resiliency, and en

vironmental sustainability. To address these broader community issues, EPFW started a new project in 2005: the Community Action Project (CAP). After studying the challenges facing the people of Calaveras County, the Community Action Project Board decided to hire staff to organize communities throughout the County to address these critical issues. As the once isolated community groups began to meet together to promote a comprehensive update of the Calaveras County General Plan with full public participation, they discovered that their communities had a lot of concerns in common. Today, this federation of regional and local organizations, neighborhood groups, and concerned individuals is known as the Calaveras Planning Coalition (CPC). The CPC remains the flagship endeavor of the Community Action Project (CAP).

CONGRATULATIONS TO ALL THE FOLKS IN COPPEROPOLIS WHO HAVE BEEN WORKING YEARS TO COMPLETE A COMMUNITY PLAN! ON FEBRUARY 11 THAT PLAN WAS FINALLY APPROVED. IT IS TESTIMONY TO THE POWER WE HAVE TO SHAPE THE PLACE WE LIVE.

There are still communities on the Highway 4 corridor who have not created a plan. If you want to be part of guiding development where you live, gather your friends and talk to your Supervisor.

From Tom Infusino, Facilitator of the Calaveras Planning Coalition:
"A community plan identifies the things the County is willing to work on with the residents to improve their community. It also identifies the level of support and effort the County is willing to provide. In Copperopolis, the community plan says that the County supports protecting historic structures, beautifying the community (think front yard tree planting), improving vehicular and non-vehicular traffic circulation (think trails), calming traffic, connecting roadways, preserving open space and rangeland (think conservation easements), recharging groundwater (think do-it-yourself in the backyard), implementing the Local Hazard Mitigation Plan for fire and flood safety (think community fire drills, home hardening), and developing a multi-purpose park and community center. The County commits to help implement the community plan by adopting community design guidelines, implementing complete streets, funding a circulation plan, planning for bicycles and pedestrians, updating the road basin fee, planning and funding for parks and recreation, adopting landscaping standards, implanting the Local Hazard Mitigation Plan, and maintaining levels or service. Of course, the County will not automatically make these efforts. Residents will have to participate in those many County processes and ask for what they want. These implementation efforts are consistent with the CPC’s principles. The Copperopolis Community Plan Team and County staff did an excellent job getting these implementation provisions imbedded deeply into the community plan, while making the plan appear humble on the surface. "
