As a reminder to prospective buyers and developers, Salisbury has established commercial zoning regulations designed to support a strong and thriving downtown business district. Under the current ordinance, residential use on the first floor is generally restricted, with first-floor spaces intended primarily for retail, offices, storefronts, and other commercial uses. First-floor residential apartments are permitted only when they are secondary to a commercial use located on the same floor.
In other words, the ordinance allows for creative mixed-use opportunities—such as an apartment discreetly located behind or in conjunction with a business or office—but does not allow a commercial building to be converted entirely to first-floor residential apartments.
