Before there was a union, there was Lawanda Manning who created a sanctuary for all staff and many BIPOC staffers who have come to work in the building. She always made us feel at home and supported us. She showed us through the way she carried herself that the legislative building was just as much ours as it was others. She was a union member, and for many of us she was also our Capitol mother.
Miss Lawanda was loved and she will be missed.
When we return to the building, we know that we will be walking in the footsteps of greatness. Her footsteps. She was truly the soul of the Senate. It was impossible to not smile when speaking with her. You were always safe with Miss Lawanda.
Our condolences to Senator James Manning, her true life partner. You couldn’t talk about one of them without the other. Our condolences to the Black community as well. Miss Lawanda was a force wherever she went. We mourn for our collective loss.
Our deepest sympathies,
Oregon Legislative Staff
