Due to a statewide transition of the Emergency Home Energy Assistance for the Elderly Program (EHEAP), Pinellas Opportunity Council is no longer offering this program. If you are a senior age 60 or older and need help paying your electric bill, please contact the resources below:

Elder Helpline: 800-963-5337 OR 727-217-8111

Florida LIHEAP Online Portal: Seniors may apply for Low-Income Home Energy Assistance Program (LIHEAP) crisis assistance online at https://floridaliheap.com. The portal is mobile-friendly and allows applicants to complete and submit an application electronically.

Local LIHEAP Community Action Agency: Seniors may also contact their local Community Action Agency (CAA), which serves as a LIHEAP subrecipient in their county. CAAs can assist with in-person applications and provide guidance on available crisis benefits. To find the local CAA serving a particular county, seniors or their caseworkers may contact FloridaCommerce or visit www.FloridaJobs.org/LIHEAPHelp for a directory of local providers.

All Pinellas Opportunity Council, Inc. offices will be closed on Fri., June 19, 2026 in observance of Juneteenth. We will resume normal operating hours on Mon., June 22nd.

The Juneteenth holiday is observed annually on June 19, commemorating the end of slavery in the United States. A combination of the words June and nineteenth, the holiday, also called Freedom Day or Emancipation Day has been celebrated since 1866 and is considered to be one of the oldest continuing African American holidays. On June 17, 2021, Pres. Joe Biden signed legislation to make Juneteenth a federal holiday.

In 1863, during the American Civil War, Pres. Abraham Lincoln issued the Emancipation Proclamation, which declared more than three million enslaved people living in the Confederate states to be free. (Chattel slavery remained legal in border states loyal to the Union—such as Delaware, Maryland, Kentucky, Missouri, and West Virginia—and was not officially abolished in the United States until the passage of the Thirteenth Amendment.) More than two years passed, however, before enslaved African Americans living in Texas (some 250,000) were freed. It was not until Union soldiers arrived in Galveston, Texas, on June 19, 1865, and were able to enforce the edict that the state’s residents finally experienced freedom.
