Rice Street Reconstruction
Rice Street construction begins next week, Maryland Avenue closure to follow
Construction on Rice Street is scheduled to start on Monday, April 6, weather permitting.
The Maryland Avenue intersection will be fully closed from Monday, April 13 through early May.
While the Maryland Avenue intersection is closed (early to late spring), northbound and southbound traffic can utilize either of the following detours:
• Option 1: Take Pennsylvania Avenue to 35E to Larpenteur Avenue
• Option 2: Take Larpenteur Avenue to Dale Street to Como Avenue to Pennsylvania Avenue
In 2026, Rice Street from Maryland Avenue to Sycamore Street will be under construction, as will the Pennsylvania Avenue intersection. Here is what you can expect:
• Maryland Avenue will be under construction from early to late spring.
• Maryland Avenue to Cook Avenue will be under construction from early spring to late summer.
• Cook Avenue to Atwater Street will be under construction from late spring through fall.
• The Pennsylvania Avenue intersection will be under construction once the Marlyand Avenue intersection work is complete and into the summer; two-way traffic will be maintained.
• Atwater Street to Sycamore Street will be under construction from early summer through fall.
• Pedestrian access will be maintained along one side of the street.
• The project team is working hard to ensure that you can still access your favorite destinations.

Ramsey County and Saint Paul are reconstructing Rice Street from 2025-2027, improving safety and accessibility. The project reduces lanes, adds a shared path, and enhances transit services across three construction phases.
