We’re proud to spotlight the dedicated members of CAPRW’s Board of Directors. Their leadership, experience, and commitment help strengthen our work with families and communities across Ramsey and Washington counties.

Carissa Dillon, MPH, RD works for Ramsey County as the Community Relations Planning Manager within the County Manager’s Office. For the previous decade at the County she was the Food Security Coordinator, publishing a food security assessment and Food Security Strategic Plan; and worked in public health coordinating several chronic disease prevention grants. She was the recipient of the 2023 Paul and Sheila Wellstone Public Health Achievement Award for her contributions to public health in Minnesota.

On a personal note, she was raised by a single mother and is the first in her family to complete her undergraduate degree (and graduate degree), and has two children, a dog and two cats. She also loves to travel and oil paint and see the world from many perspectives.

She is excited to be on the CAPRW Board of Directors due to the way CAP provides wraparound supportive services, which will ultimately help elevate families in a holistic manner.

One of our Head Start families recently had the opportunity to attend a Minnesota Twins game and take part in one of the most memorable experiences of the day, walking the bases after the game! From cheering in the stands to stepping onto the field together, it was a joyful experience the whole family will remember for years to come.

At CAPRW Head Start, we know that creating opportunities for families to connect, explore, and make memories together helps build strong communities and brighter futures for children. Thank you to everyone who helps make experiences like this possible!

Our Annual Male Involvement Picnic took place last night at Battle Creek Regional Park, and what an incredible evening it was! We were thrilled to welcome more than 400 family members for an evening filled with food, fun, and community connection.

Families enjoyed a delicious dinner, built birdhouses together, got creative with face painting, snapped photos with Anna & Olaf, and participated in many other fun activities throughout the evening. Thank you to everyone who joined us and helped make this event such a special celebration for our Head Start families!

This position plays an important role in supporting daily operations by helping maintain efficient processes, ensuring accuracy, resolving inquiries, and handling sensitive information with professionalism and discretion.

CAPRW and Saint Paul Public Schools (SPPS) received the 2026 Sargent Shriver Excellence in Community Service Award from the National Head Start Association for their strong partnership supporting early childhood education and family well-being.

Their collaboration has expanded access to quality early learning programs in Saint Paul, including Early Head Start classrooms at AGAPE High School for student-parents, a pre-K model adding 60 Head Start slots, and two new classrooms at Bruce Vento Elementary School to aid children’s transition into pre-K and foster school connections.
