MISSOURI: THE AUGUST 4 PRIMARY IS A BIG DEAL —
AND MOST PEOPLE DON’T KNOW IT

On August 4, Missourians will vote on four constitutional amendments that could shape our state for years. August primaries usually have very low turnout, so a small number of voters could end up making decisions that affect all of us.

Here’s a quick look at what’s on the ballot:

Amendment 1 — Renews Missouri’s long standing one tenth cent Parks & Soil Sales Tax, which supports state parks, historic sites, and soil and water conservation. This is an existing tax, not a new one.

Amendment 2 — Requires every county to elect its assessor. Most already do; this mainly affects charter counties that currently use trained, appointed professional assessors.

Amendment 4 — Changes how citizen led constitutional amendments pass. Instead of a simple statewide majority, they would also need a majority in every congressional district — meaning one district could block an amendment even if it wins statewide. Amendments placed on the ballot by lawmakers would still only need a statewide majority, a much lower bar.

Amendment 5 — Phases out the state income tax over time and lets lawmakers raise sales and use taxes to replace the money. This shifts Missouri toward taxing what people buy instead of what they earn. Studies show this would make lower and middle income families pay more, while wealthier households pay less.

These are big decisions. They deserve an informed electorate — not a tiny slice of voters making choices for millions.
