Learn How a Land Bank Can Help Your Town!

The Department of Housing & Community Development (DHCD) will submit a report to the Vermont legislature on November 1, 2026 to help inform potential options for creating a statewide land bank. Land Banks can help communities unlock the potential of vacant and abandoned properties, provide technical assistance to move projects forward, and help communities meet their goals. Land banks can address all types of land including residential, commercial, industrial, agricultural, recreational, and undeveloped land for conservation.

DHCD has been meeting with countless advocates, organizations, developers, and state agencies over the last two years to create a plan that would make a statewide land bank in Vermont community driven and community centered. We are launching the first of multiple conversations with Vermonters to discuss the contents of the report and collect feedback on potential options for the creation of a land bank. Notice of Public Hearings on Northeastern Vermont Development Association’s Draft 2026 Regional Plan The Northeastern Vermont Development Association hereby provides a Public Hearing Notice for the purpose of adopting the Northeastern Vermont Development Association Regional Plan 2026 – 2034 as per 24 VSA section 4348 (adoption of regional plans) and section 4352 (determination of energy compliance). This notice is provided pursuant to 24 V.S.A. §4444. The draft 2026-2034 Northeastern Vermont Development Association Regional Plan is in conformance with the goals established in 24 VSA section 4302, the plan elements established in section 4348a, and whether the enhanced energy portion of the plan complies with the requirements of 24 V.S.A. §4348(a)(3), §4352, and the enhanced energy planning standards. The Northeastern Vermont Development Association Regional Plan affects the towns within Orleans, Essex, and Caledonia counties.

The final hearing is a final chance to present the plan to the public; and provide time for additional questions and comments. Final adoption of the Regional Plan 2026 – 2034 will be determined by a vote of the Board of Directors of the Northeastern Vermont Development Association (NVDA) at the October 15, 2026, NVDA Board of Directors meeting. This October Board meeting will be held at the Le Belvedere, 100 Main St, Newport, VT 05855.

On September 24 and October 15, NVDA will be hosting two public hearings on our Regional Plan. These hearings provide an opportunity for members of the public, municipal representatives, and other stakeholders to review the plan, ask questions, and provide comments. Zoom will also be available for those who wish to participate virtually.
