North Beach Community Alliance- NBCA

North Beach Community Alliance- NBCA NBCA promotes and advocates for resident quality of life for those residents of Vilano and North Beach. As we learned more about land use in St.

The North Beach Community Alliance was founded in 2021 when several residents decided to oppose a Bed & Breakfast that would have dramatically changed the small beach vibe of the community. Johns County, it became apparent that without checks and balances and citizen involvement, developers can stretch the code beyond the original intent. From there, we were successful, with overwhelming support f

rom the residents, in opposing and stopping the development of a massive hotel in the Vilano Town Center through our research, education and advocacy. Today, we continue to work to preserve and maintain the small beach vibe that enticed many residents to call Vilano and North Beach home.

I am reposting this as a reminder notice.

COMMUNITY MEETING - MONDAY APRIL 6, 2026 AT 5:30PM

North Beach Community Alliance and Vilano Beach Main Street is extending an invitation to all residents especially from Porpoise Point to South Ponte Vedra to addend NBCA's monthly meeting on April 6, 2026 at 5:30pm at the North Shores Community Center, 120 Meadow Ave., St. Augustine, FL 32084. (just west off Coastal Highway)

The key point of this meeting is safety and to demand respect for North Beach and Vilano. We are hoping to have at least 25 people to sign up to speak before they start Johns County Board of County Commissioners on April 7. I have attended a number of meeting where communities have met, prepared speeches and/or just attended the meeting to show support and it has worked.

As you know the amount of traffic and construction currently going on right now is hampering our everyday life. We already know not to try to go to Publix on the weekends and not to even attempt to go into St Augustine on weekends and especially during Night of Lights. Not only is the RV Campground substructure underway, but there are projects planned such as a gas station on Coastal Highway on Coastal Highway and 12th street, but even more on the drawing board for development of the marshes. We need to demand that the Board of County Commissioners listen and react positively to our concerns and demands. The RV Campground alone will negatively affect traffic from Porpoise Point up and to Mickler Rd as Coastal Highway is our only route on and off Vilano, not to mention should an evacuation be mandatory.

Please pass the word around and please attend. Thank you.

Community Announcement: Honoring Vivian Browning
💔 With heavy hearts, we share the passing of a local legend. 💔
Today, Vilano Beach lost its greatest champion. After a brief illness, our beloved Vivian Browning passed away, leaving behind a legacy that is visible on every corner of the community she called home.

Vivian wasn't just a resident; she was the "matriarch" of Vilano Beach. If you’ve walked through our Town Center, shopped at our Publix, or enjoyed the views at Oceanfront Park, you have felt Vivian’s influence. Her "never-say-no" attitude turned a quiet seaside stretch into the vibrant Florida Main Street community we love today.

A life of service:
Founder & President of Vilano Beach Main Street: The driving force behind our Town Center and the revitalization of our local economy.
North Shores Improvement Association: A tireless advocate for residents, ensuring our voices were heard from the pier to the park.
Honored Legacy: A recipient of the Florida Main Street Merit Award and the namesake of Vivian Browning Avenue.
Vivian’s vision was matched only by her grit. She taught us that with enough persistence and a lot of heart, you can truly change the world, starting right in your own backyard.
Please join us in sending love and prayers to her family and friends. We will share details regarding a celebration of her remarkable life as they become available.
Rest in peace, Vivian. We’ll keep the vision moving forward. 🌊✨

A1A South Traffic Alert 🚧

Beginning Jan. 12, St. Johns County will conduct utility construction activities along A1A South in front of the St. Augustine Amphitheatre, resulting in a temporary lane closure to allow for the relocation of an existing 12-inch water main. The lane closure is anticipated to remain in place for approximately three to four weeks, weather and field conditions permitting.

This project is part of the county's strategic plan and officials say this is a "key step in supporting pedestrian safety improvements in a high-traffic area."

⚠️ Motorists, cyclists, and pedestrians are encouraged to use caution when traveling through the area, follow posted signage, and allow additional travel time during the construction period.

“We, the undersigned 61 organizations, call on the Florida Legislature to repeal excessive and dangerous sections of 2025’s SB 180.”
Florida Keepers is proud to join the resounding voice of organizations who represent the majority of Floridians - against this bill that is a favor to wild land developers. We hope our legislators, who are entrusted to represent us, not developers, will listen and act.
“Most urgently, we urge you to repeal Section 252.422, F.S., (Section 18), and Section 28 of SB 180, which freeze cities and counties from adopting land-use regulations deemed ‘more restrictive or burdensome’ than those in place before recent or future hurricanes — even if the changes are unrelated to disaster recovery.
Section 18 relates to future hurricanes and prohibits counties (and the municipalities within them) even partially within 100 miles of a hurricane’s track from implementing any more ‘restrictive or burdensome’ comprehensive plan or land development policies, regulations or procedures, for one year after landfall.
Section 28 of SB 180 effectively halts any land-
use planning efforts for three years, and applies statewide, retroactive to August 1, 2024.”

NOTICE OF PUBLIC HEARING PROCEDURES: During the public hearing, all public comment is welcome, but please be aware that zoning decisions may not be merely based upon citizen “wishes” that are unsubstantiated by any competent facts, i.e. – the “clamor of the crowd” is not a sufficient reason upon which to base a decision, Board of County Commissioners of Brevard County v. Snyder, 627 So.2d 469 (Fla. 1993). However, the Florida courts have clearly held that “fact-based” lay testimony is admissible and may be relied upon as follows: “citizen testimony
in a zoning matter is perfectly permissible and constitutes substantial competent evidence, so long as it is fact-based.
Mere generalized statements of opposition are to be disregarded, but fact-based testimony is not.” Metropolitan Dade County v. Blumenthal, 675 So.2d 598 (Fla. 3d DCA 1995).

Maps, diagrams, reports, and other official records are competent substantial evidence in themselves sufficient to
form a basis for zoning action. In a zoning matter, it is appropriate to consider whether the proposed zoning is consistent with the properties adjacent to [the to-be-rezoned] property and is consistent with the actual development of the area. Some examples of competent substantial evidence:

 Character of the neighborhood (quiet or noisy, residential or commercial, etc.)
 Lot sizes, width, typical for area (large lots, small lots, etc.)
 Density of development (low density - spacious or high density - crowded, etc.)
 Building heights existing in area (maximum, average)

NOTICE OF PROJECT MEETING: The Neighborhood Bill of Rights Ordinance affords registered Neighborhood Associations the right to request a meeting, for the purpose of discussion and/or negotiation, with applicants requesting changes in land use or County staff on upcoming projects. Upon request from the applicant or an association representative, the County must schedule a meeting with representatives of the applicant and/or
County staff, at a reasonable time and location determined by the County to allow members of one or more associations to ask questions or to voice concerns and make suggestions. County staff is required to document all commitments or agreements made during such meetings. Meetings may be held at County offices and conference rooms during regular business hours or other locations and times as deemed appropriate by County staff.

St. Johns County Public Works Modernizes Fleet Operations with GPS Tracking System
Verizon Connect Reveal helps the County improve response times and efficiency

ST. JOHNS COUNTY, Florida, July 10, 2025 – St. Johns County Public Works has implemented a state-of-the-art fleet management system to improve emergency response, enhance resource efficiency, and deliver better service to residents. By leveraging Verizon Connect Reveal, the department can now track vehicle locations and activity in near real time, replacing outdated manual processes with a smart, streamlined solution.

“Our top priority is serving the people of St. Johns County with compassion, trust, and innovation,” said Rocky Agbunag, Information Systems Officer for Public Works. “The ability to modernize our operations through technology allows us to provide faster service and better transparency for our residents.”

Faster emergency response and smarter service

Previously, vehicle tracking within the Public Works fleet required a time-consuming manual process involving physically entering trucks and downloading data via USB drives. This often meant relying on guesswork to determine where vehicles were located or who was operating them.

Thanks to Verizon Connect Reveal, the County now has a reliable and secure system to manage more than 300 vehicles, 89 drivers, and 38 assets across multiple departments. The new system enables staff to quickly locate vehicles during emergencies, assign the closest available crew to a scene, and respond to citizen inquiries with real-time data.

“If a tree is down on a coastal road after a storm, we no longer have to call around and guess where our teams are,” said Lewis Caudle, Asset Management Coordinator for Public Works. “We can instantly see who’s nearby and dispatch help right away.”

Efficiency and transparency across departments

The County has integrated the Verizon fleet system with its Esri GIS platform and Cityworks maintenance management system, enabling seamless communication between vehicle data and operational records. This connectivity streamlines internal workflows and provides valuable analytics to measure performance and service delivery.

“Resource allocation has improved tremendously,” Agbunag said. “Fleet maintenance, preventive care, and service verification are now data-driven—helping us build trust and accountability throughout the County.”

Departments that previously operated in silos can now collaborate more effectively. For example, the Public Library System uses the tracking system to monitor its bookmobile, while the fleet maintenance team uses the data to encourage timely preventive maintenance across all divisions.

“Most of our team is doing the right thing every day, and now we have the data to show it,” Caudle said. “This builds confidence with department leaders and helps us justify operational decisions with facts, not guesswork.”

Expanding countywide innovation

Due to the program’s success, Public Works is actively expanding Verizon Connect Reveal throughout the County fleet. More departments are joining the system, and future upgrades are already in development, including driver ID badge tracking and enhanced monitoring for mowing operations.

“Our goal is full implementation across the fleet,” Agbunag said. “By measuring when mowing equipment is actually engaged, we’ll be able to better understand productivity and coverage in real terms.”

What began as an effort to solve logistical challenges has evolved into a scalable, forward-thinking platform for innovation. With the support of County leadership, St. Johns County Public Works is setting a new standard for operational excellence and ensuring the community receives the responsive, transparent service it deserves.
