It is with deep sadness that we share the passing of our dear friend, Franz Anderson, who died at the age of 69 in his home country of Australia. Franz battled a brief illness before his passing surrounded by a loving care team on Monday, February 22nd.

Franz returned to Australia last year after living in Sacramento for 22 years, 20 of those years spent with the love of his life, Rachel Anderson. He was heartbroken by Rachel’s passing in 2023, and her memory remained close to his heart.

Those who knew Franz experienced his warmth, his depth, and his presence. He had a way of making people feel seen. He moved through the world with heart, and that heart touched many in our community. Franz was a friend to all who visited SANE, in which he helped build alongside Rachel, and his dear friends, Lynell Clancy, Jim Britton, Shilo Jama, Shantel Davis, and all of the SANE family, friends, and participants throughout the years. He embodied the kind of friendship we should all aspire to offer others.

Franz was instrumental in bringing naloxone distribution and overdose prevention efforts to Sacramento. With Rachel, they pioneered offering medication-assisted treatment at a syringe services site– an accomplishment that has helped countless people in the community and will continue to save lives for years to come.

Franz was most proud of the people in his life, his family in America, and his roots in Australia. He was selfless to his very end, and he rested in the fullness of a life well lived.
Rest gently, Franz. You are deeply missed and forever loved.

Jim Britton Day, 5/15/25

Our co-founder, Jim Britton, would have been 74 this year on May 15th. Sadly, we lost Jim in 2008 from Hepatitis C- there was no cure back then. Jim dedicated his adult life to treating drug users with dignity and respect. For the last 12 years of his life, he was a detox counselor at the Bi-Valley Medical Clinic. Our exchange would not be in existence today if it wasn't for Jim Britton’s tireless dedication and compassion.

In 1989, our other co-founder, Rachel Anderson, was doing a UC Davis research study at Bi-Valley. Both Rachel and Jim were taken aback by the amount of injection drug users testing positive for both HIV and Hepatitis C. They observed that in San Francisco, the HIV infection rates stopped rising as a direct result of a needle exchange program opening up. They put their heads together and decided that because there is so much ground to cover in Sacramento and that law enforcement had vowed to arrest anyone caught doing needle exchange, they would “Get new needles out the same way drugs got out- through people who sold drugs.” So, Rachel ordered some syringes and Jim began asking people at the methadone clinic if they knew folks that could use new needles. They bought a pager (there were no cell phones back then) and started passing the number out to active drug users. That's when the Sacramento Area Needle Exchange (SANE) was established.

When people called and asked for syringes, Jim would ask participants to get enough supplies so they could use a clean needle with every injection and to get enough supplies for their network of friends. That is when the Satellite Syringe Exchange Model was created. Jim figured that giving participants more supplies and educational materials about ways to prevent the spread of HIV, Hepatitis B and C, and how to treat abscesses was the most efficient way to reach more users. His hypotheses turned out to be spot on and that model is still being used today in many rural areas and cities all over the US.

Today we honor Jim’s legacy and all the lessons he passed on: to be kind to others, to help when you can, and to celebrate every day because you never know when it's going to be your last. Jim celebrated every day by wearing a Hawaiian shirt, so let’s pull out those Hawaiian shirts and celebrate Jim!

We are closed today for Rachel Anderson's day

Rachel understood the struggles and challenges faced by individuals who use drugs and recognized the importance of giving them meaningful power in how services were provided. With this heartfelt philosophy as her guiding principle, she pioneered a satellite syringe service model—one of the first of its kind in the nation. In this model, she empowered people who use drugs to take an active role in running syringe services within their own communities. At the time, this approach, which centered on empowerment and inclusion, was met with skepticism, but it has since become a foundational aspect of harm reduction efforts.

In addition to her innovative work, Rachel played a crucial role in bridging the often-ignored gap between research and the experiences of people who use drugs. She recognized the transformative potential of science to improve lives but believed it was essential for drug users' voices to be at the forefront. By involving them in the research process within their communities, she fostered a sense of ownership and respect that is vital for creating positive change. Rachel’s compassion and dedication have made a lasting difference in the lives of many.

SANE will be closed today in celebration of the 1850 Sacramento Squatters' Riot. When settlers arrived in Sacramento during the Gold Rush, they found that much of the land had already been claimed. To make matters worse, many could not afford the high prices that landowners were charging for lodging within the settlement. With nowhere to go, they became squatters on the surrounding land. When the landowners attempted to kick the squatters out, they organized and started advocating for the recognition of squatters' rights.

On August 8, 1850, John T Madden was charged with unlawful occupation for building a residence on land he did not own. The squatters banded together to fight, and clashed with the government militia. Tensions flared, and eventually 500 militiamen were deployed in the settlement, martial law was declared, and the squatters' encampment was destroyed.

These battles are still being fought today, as police enter encampments throughout Sacramento and across the state to destroy people's homes and arrest the residents. SANE stands in solidarity with people experiencing homelessness and continues to fight for their right to live with dignity and respect
