EveryChild California (formerly CCDAA) is a statewide association that supports publicly funded early care and education programs for children from birth to 13 and their families across California. For more than 70 years, the California Child Development Administrators Association (CCDAA) has supported leaders and administrators of ALL publicly funded early care and education programs in California. CCDAA is a powerful voice in Sacramento, advocating against budget cuts, sponsoring successful legislation to establish, and making your voice heard regarding legislation time and again.

EveryChild California was proud to support AB 1981, the True Cost of Childcare Act, which was signed by Governor Gavin Newsom on Sunday evening, September 27, 2026.

Authored by Assemblymember Cecilia Aguiar-Curry and co-sponsored by Child Care Providers United (CCPU), SEIU California State Council, and United Domestic Workers/AFSCME Local 3930, the bill represents an important step toward creating a reimbursement system that better reflects the realities of providing high-quality early care and education.

Governor Gavin Newsom signed SB 902 (Grayson), which focuses on electronic signatures in subsidized child care, and AB 2429 (Rubio), which updates requirements for Early Childhood Mental Health Consultation services. EveryChild California proudly supported both measures and submitted letters of support during the legislative process.

We thank Kidango for leading AB 2429 and Thriving Families CA for leading SB 902, along with all authors and partners who advanced these complementary bills.

“Coherence, Not Cuts”: What Early Educators Say About Deregulation

A new national survey of nearly 4,000 early childhood educators finds strong support for health, safety, and staffing regulations—alongside growing frustration with duplicative paperwork. This survey reflects a lot of what we hear from directors across California. Ratios and qualification standards aren't red tape, they're the floor that keeps programs safe and staff in the field. Weakening Head Start regulations won't fix the workforce shortage, it will deepen it. Real investment in compensation and support is what grows supply and keeps skilled educators in the classroom.

September is bringing a couple of important developments for California’s early care and education community: renewed state discussions on child care center occupancy standards and a new December 11 federal funding deadline.

Neither issue requires immediate action from members today, but both are worth watching, as they could affect the cost and feasibility of operating, renovating, or expanding child care programs across the state.
