What’s in Proposition 1?

The Veterans and Affordable Housing Bond Act of 2026 will appear as Proposition 1 on the November ballot. The proposed $11.25 billion investment would support housing programs across California.

The measure would provide funding for affordable housing development and preservation, homeownership opportunities, veterans housing, farmworker housing, housing serving tribal communities and students, and programs addressing homelessness.

With communities across California continuing to face significant housing needs, we’re taking a closer look at what’s included in Proposition 1.

Legislative Update: Suspense Day is Here

The Legislature is back from Summer Recess and entering the final stretch of the 2025–26 legislative session. With August 31 as the deadline for bills to clear the Legislature, the next few weeks are critical for housing policy in California.

Today, August 13 is Suspense Day when the Appropriations Committees decide which bills with significant fiscal impacts will advance and which will be held.

For CCAH, today is especially important as the fate of AB 2748, one of our sponsored bills, will be decided.

We’re hopeful AB 2748 will continue moving forward and ultimately make it across the finish line. CCAH will be closely monitoring the process and keeping our members informed as the legislative session moves toward its final deadline.

We remain committed to advocating for policies that advance affordable housing across California.

What does a typical day look like behind the scenes at CCAH?

There really isn’t a typical day. From conference planning and member engagement to advocacy, sponsor outreach, and education programming, there are a lot of moving pieces that keep CCAH moving forward.

As a small team, we wear a lot of hats. But every task has the same goal: strengthening California’s affordable housing community and creating opportunities for our members to connect, learn, and engage.

That’s what happens behind the scenes at CCAH. 💙

Back in Fall 2001, CCAH welcomed 132 attendees to our Fall Conference. This year, we're on track to welcome 250+ affordable housing professionals to our 2026 Fall Conference in San Diego!

It's incredible to see how our conferences and our community have grown over the past 25 years. While so much has changed, one thing has remained the same: bringing together passionate professionals dedicated to advancing affordable housing throughout California.

While the California Legislature is on summer recess, CCAH remains focused on the work ahead.

Our team is using this time to prepare for the final weeks of the legislative session by monitoring legislation, engaging with stakeholders, and ensuring we are positioned to effectively advocate for our members.

The decisions made during the remainder of the session will have a significant impact on affordable housing providers and the communities they serve. CCAH will continue representing the interests of our members and advocating for policies that strengthen affordable housing throughout California.

We look forward to continuing this important work when the Legislature reconvenes next week.

CCAH has formally raised concerns with the California Department of Housing and Community Development (HCD) regarding the final Loan Portfolio Restructuring (LPR) Guidelines released on June 9.

On July 23, CCAH submitted a letter to HCD outlining concerns that several provisions within the final guidelines may create significant barriers to participation and could undermine the legislative intent behind the LPR program.

For more than three years, CCAH has worked alongside policymakers and stakeholders to create a practical pathway for affordable housing providers to unlock equity from successful, performing developments and reinvest those resources into creating and preserving more affordable homes.

Our goal has always been clear: keep resources working for affordable housing. We strongly support the intent of ensuring that unlocked equity continues to benefit affordable housing communities. Our concern is that overly restrictive requirements, significant fees, and limitations within the program could discourage participation and ultimately reduce the investment the program was designed to encourage.

Advocacy requires collaboration, but it also requires speaking up when policies may create unintended consequences. CCAH remains committed to working constructively with HCD and stakeholders to find a solution that supports affordable housing production, preservation, and reinvestment while respecting the intent of the legislation and the role of affordable housing providers.
