Legislative Update: SB 677 Signed Into Law

We’re pleased to announce that Governor Gavin Newsom signed SB 677 (Wiener) into law on September 30, 2026.

SB 677 makes updates to joint powers authorities that support housing finance, including clarifying their geographic jurisdiction and creating a limited pathway for the State Treasurer to provide certain bond approvals for residential rental projects when a required local approval has not been provided.

This legislation addresses an important aspect of the financing process for residential rental housing projects.

CCAH is proud to support policies that help strengthen the tools available to finance and develop housing across California.

Legislative Update: AB 2089 Signed Into Law

We’re pleased to announce that Governor Gavin Newsom signed AB 2089 (Ward), sponsored by CCAH, into law on September 27, 2026.

AB 2089 extends through 2028–29 an existing welfare tax exemption provision for qualifying LIHTC properties when a rent-restricted household’s income increases to 140% of area median income.

This provides continued certainty for qualifying affordable housing properties and the welfare exemption that supports them.

CCAH thanks Assemblymember Christopher Ward for authoring the legislation and our members, legislative partners, and stakeholders who supported AB 2089 throughout the legislative process.

We’re proud to continue advocating for policies that support affordable housing across California.

The CCAH 2026 Fall Conference agenda is now available.

ONE DAY LEFT TO PROVIDE FEEDBACK

The first public feedback period for HDFC’s draft regulations closes tomorrow, September 18.

If you haven’t had a chance to review the draft regulations, now is the time. HDFC is seeking feedback on its proposed approach to coordinating California’s affordable housing funding programs.

CCAH has developed a response letter to the draft regulations and will share more information in our next newsletter.
