When California's own Board of Pharmacy questions whether a patient safety bill actually improves safety, lawmakers should listen.

In a new op-ed for Capitol Weekly, Alliance for Pharmacy Compounding CEO Scott Brunner makes the case against AB 1990 — legislation that targets state-licensed compounding pharmacies under the banner of patient protection, while leaving illicit sellers and counterfeit operators largely untouched.

The bill imposes new requirements on already heavily regulated pharmacies, strips regulators of discretion through mandatory penalties, and duplicates existing federal and state law — all without addressing the actors who pose real risk to patients. California's Board of Pharmacy was not meaningfully consulted during drafting and has raised serious concerns.

A February 2026 Zogby survey also found users of compounded GLP-1s reported satisfaction and perceived effectiveness slightly higher than those using FDA-approved versions.

The real question for lawmakers: what problem is AB 1990 trying to solve, and who actually bears the cost?
