Among PCL’s many interests this legislative session, a top priority is Senator Cabaldon’s SB 1087, seeking to update the historic 2008 bill, SB 375 – The Sustainable Communities and Climate Protection Act. SB 375 was a precedent-setting statute that has shaped PCL’s work to improve land use and transportation policy ever since, and we have been centrally engaged in the almost two-year conversation that has culminated in SB 1087.

Their decision to repeal the Endangerment Finding is a slap in the face of Californians who are being battered by extreme and intensifying weather, wildfires, droughts, flood events, and other climate change-driven disasters.

On June 30, the Legislature passed, and the Governor signed SB 131 – a sweeping CEQA rollback that wipes away protections for wildlife, biodiversity, and community health.

Lawmakers vowed to before the end of the legislative session, but their time to do so is running out.

California’s birds, butterflies, mountain lions, salmon, frogs, and so many other animals are depending on our state leaders to fulfill their commitment.

Unless SB 131 is fixed, we will see significant habitat loss, and harm to ecosystems that California’s threatened and endangered species depend on.

200+ groups are calling on legislators to keep their promise and fix SB 131 before the end of the legislative session.

This bill in its current form creates a sweeping CEQA exemption for “advanced manufacturing” facilities. This could allow toxic industrial projects near homes and schools without environmental review.

It also fails to protect habitat for endangered species, leaving critical lands and wildlife vulnerable.

Legislators promised to address these harmful provisions. Now is the time to hold them accountable.

On June 30, Governor Newsom signed SB 131 into law, which removes environmental review for a broad set of polluting industries defined as “advanced manufacturing”. This category of industry includes battery and energy storage facilities, defense and aerospace manufacturing, rare earth mineral mining to accommodate more AI, hazardous metal recycling, and more.

Lawmakers vowed to fix SB 131 before they voted on it – urge them to follow through on this promise!

Join us in calling on leadership and urging them to remove SB 131’s exemption for advanced manufacturing. This exemption will greenlight polluting industrial projects that harm our air and water, and will have a disproportionate impact on environmental justice communities living near industrial zones.
