California Behavioral Health Association A statewide non-profit association that supports and promotes behavioral health agencies through legislative advocacy.

Since its inception in 1985, CBHA has endeavored to provide agency executives with the support, assistance and camaraderie that can help make a difference in the often-difficult task of running a nonprofit mental health agency. In 1999, CBHA was instrumental in the design and implementation of a pioneering, three-county program that served homeless people, parolees and probationers with serious me

ntal illness. Using aggressive outreach and a whatever-it-takes-approach to match services to client needs, these programs achieved significant clinical outcomes for those served and saved millions of dollars by reducing hospitalization and incarceration costs. The passage of Proposition 63, the Mental Health Services Act, in 2004 was CBHA's proudest moment.

That is why we have invested in voter education efforts, including candidate forums and ballot measure discussions, to help Californians make informed decisions about issues that impact behavioral health and community wellbeing. 📢

To wrap-up the month, we are excited to announce the launch of the Behavioral Health Innovation Institute (BHII) and its first major initiative, Tech to EmPOWER (Promoting Online Wellness & Emotional Resilience). 📢

CBHA was actively engaged at the State Capitol this week, advocating on key budget and policy issues impacting behavioral health providers and the communities they serve. 🏛️👏

CBHA voiced concerns over proposals that would reduce funding for innovation and behavioral health advocacy efforts, reinstate Medi-Cal asset limits, reduce community supports and IHSS funding, and scale back coverage and affordability for immigrant populations.

At the same time, we expressed support for investments in population-based prevention, the California Reducing Disparities Project (CRDP), gender affirming care, immigrant legal services, and programs that help Californians maintain affordable health coverage. 🗣

CBHA remains committed to amplifying the provider perspective and advancing policies that protect access, strengthen communities, and promote equitable behavioral health care across California. 📢

Today, AB 1970, authored by Assemblymember John Harabedian, officially passed off the Assembly Floor and is now headed to the Senate. 👏

This critical legislation moves California one step closer to ending harmful “fail-first” policies that delay access to medically necessary treatment for individuals living with serious mental illness and substance use disorders.
