We’re pleased to welcome Kimberly Rodriguez as CSAC’s new Chief Legislative Advocate!

With more than 25 years of experience serving the Capitol community, including senior roles with three consecutive Senate Presidents pro Tempores, Kimberly brings a wealth of knowledge about public policy and the legislative landscape to our organization. Kimberly has led policy development and negotiations on issues central to counties—education, housing, health care access and affordability, public safety, and more. Most recently, she served as Deputy Chief of Staff and Policy Director to Senate President pro Tem Mike McGuire, guiding a team of policy experts and overseeing Senate legislative priorities.

At CSAC, Kimberly will lead our legislative advocacy and policy development —building coalitions, shaping strategy, and advancing solutions that strengthen effective local governance on behalf of California’s 58 counties. As CSAC CEO Graham Knaus noted, Kimberly is a ‘powerhouse on public policy’ whose insights will have an immediate impact on CSAC’s work for counties and the communities we serve.
